Location Requirements

DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.

Job Description

The Human Services Manager for Title IV E and Foster Care provides leadership, oversight, and subject matter expertise for statewide child welfare policy, practice guidance, compliance, and program development. This position supports statewide implementation of Title IV E, Foster Care Maintenance (FCM), Adoption Assistance (AA) and Kinship Guardianship Assistance Program (KGAP) requirements by developing and revising policy, collaborating with federal, state, and local partners, and offering technical assistance to ensure consistent, compliant, and effective child welfare practice across Ohio.

The role is critical to maintaining program integrity, federal funding eligibility, audit readiness, and high quality services for children and families.

Policy Research, Analysis, and Development
  • Researches and analyzes federal regulations, the Ohio Revised Code (ORC), Ohio Administrative Code (OAC), pending legislation, and statewide data to inform Title IV E policy and programming.
  • Gathers stakeholder input from PCSAs, juvenile courts, private child serving agencies, community providers, advocacy groups, and individuals with lived experience to inform policy and practice recommendations.
  • Develops and revises OAC rules governing screening/intake, assessment/investigation, case planning, review requirements, and other child protection processes for PCSAs.
  • Follows rule drafting and filing procedures established by the Ohio Legislative Service Commission.
Policy Guidance, Implementation Support & Technical Assistance
  • Supports statewide implementation of policies by providing expertise, technical assistance, training, and written guidance, including memos and policy clarifications, to ensure consistent practice across child welfare systems.
  • Develop policy and practice guidance documents and resources to support rule compliance.
  • Responds to inquiries from PCSAs, courts, partner agencies, stakeholders, and citizens on Title IV E policy requirements.
  • Communicates program updates and policy changes through multiple platforms to support statewide understanding and practice consistency.
Training, Presentations & Stakeholder Collaboration
  • Develops and delivers presentations and trainings on Title IV E topics—including Foster Care Maintenance (FCM), Adoption Assistance (AA), Kinship Guardianship Assistance Program (KGAP), and OAC requirements to internal staff, PCSAs, courts, stakeholders, and partner agencies.
  • Collaborates with internal divisions such as automated systems, child protection, kinship/adoption, and other sections within the office to ensure alignment of policies, guidance, and programming.
