Job Overview

The Human Capital Management (HCM) Leader provides strategic direction and daily oversight of all human resources functions within a 24/7 developmental center operated by the Ohio Department of Developmental Disabilities (DODD). This role is responsible for ensuring effective workforce planning, recruitment, labor relations, compliance, and HR operations that support continuous residential services. The position serves as the primary HR advisor to facility leadership, guiding organizational decisions that impact staffing, service delivery, and regulatory adherence.

The HCM Leader oversees HR staff, maintains internal controls, and drives process improvements to ensure efficient, consistent, and legally sound HR practices across the facility.

Responsibilities
  • Provide strategic leadership and daily management for all HCM functions within a 24/7 developmental center.
  • Direct and oversee HR operations including onboarding, payroll, benefits, personnel transactions, records management, leave administration, and compliance.
  • Ensure HR services adhere to agency policies, collective bargaining agreements, DAS regulations, and state and federal employment laws.
  • Maintain strong internal controls and promote operational efficiency and consistency across HR processes.
  • Lead recruitment and hiring initiatives to meet the staffing needs of a 24/7 residential facility, including direct care, clinical, supervisory, and support roles.
  • Analyze vacancy trends and collaborate with management to develop targeted recruitment and retention strategies.
  • Ensure compliance with DODD hiring standards, EEO requirements, and best‑practice selection procedures.
  • Support workforce development and training initiatives to build staff competencies and maintain a strong talent pipeline.
  • Manage the bidding and scheduling processes required for continuous residential operations.
  • Ensure fair and accurate application of contractual rules for shift bidding, scheduling, and staff assignments.
  • Monitor staffing levels across all units and shifts to maintain adequate coverage and support uninterrupted resident care.
  • Monitor HR metrics, staffing data, bid outcomes, and compliance requirements specific to a DODD‑operated facility.
  • Prepare reports, conduct internal audits, and implement improvements to strengthen HR operations and ensure regulatory compliance.
  • Participate in agency‑wide committees, initiatives, and special projects offering HR expertise to support organizational goals and service quality.
  • Serve as the primary HR consultant to the Superintendent and leadership team.
  • Provide expert guidance on employee relations, labor contract interpretation, investigations, grievances, performance issues, and disciplinary processes.
  • Advise on organizational structure, workforce planning, and operational decisions affecting resident care and facility compliance.
  • Ensure consistent and legally compliant application of HR policies, procedures, and labor agreements.
Qualifications
  • 4 years experience in human resources.
  • Or completion of undergraduate core program in human resources, business or public administration; 24 months experience in human resources which included 12 months experience in supervisory and/or management principles & techniques.
  • Or 12 months experience as Human Capital Management Senior Analyst, 64613.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
