Job SummaryThe Enterprise Network Manager
, reporting to the Director, Enterprise IT Engineering Services
, manages the overall design and administration of the Franklin County Data Network (FCDN), a multi‑site network consisting of wired and wireless Local Area Networks (LANs), a private Wide Area Network (WAN), and connectivity with the public Internet. Team responsibilities include supporting and developing our Engineers, managing work output/workflow via Kanban methodology, and operating as a Project Manager when needed specific to network needs.
A successful Enterprise Network Manager must organize and manage a complex set of collaborations with FCDC teams like Security, Infrastructure, Support, and Applications, client agencies across the County, and outside vendors and contractors. This requires hands‑on technical knowledge, leadership abilities, a project management mindset, and a willingness to build solutions in a constantly evolving network environment.
The Network Engineers reporting to this position manage network components including copper and fiber cabling assets, switches, routers, TCP/IP subnetting and addressing, VLANs, firewalls, Wi‑Fi equipment, monitoring and alerting systems, management software, load balancers, Internet and private telecom circuits, and anything else that keeps users and applications in reach of one another.
Employees new to FCDC or promoted into new positions must successfully complete a 180‑day probationary period, and all employees must adhere to current Employee Handbook policies.
Essential Duties and ResponsibilitiesTo perform this job successfully, candidates must be able to perform each essential duty and fulfill each responsibility to a satisfactory degree. - Lead the development of FCDN policy and roadmaps in coordination with County technical strategies and priorities.
- Install and maintain wired and wireless Local Area Network (LAN) and Wide Area Network (WAN) hardware and configurations, including switching, routing, and security devices (firewall and VPN).
- Actively participate in FCDN support services including service ticketing, documentation, equipment lifecycle support with Enterprise Finance, and general service management including process improvements and trend analyses.
- Oversee ITIL‑based incident management for FCDN assets and services, including intake, escalation, problem identification, vendor integration, and ongoing resolution, closure, and communication with end users and key FCDC teammates on the BRM PXM team.
- Promote close collaboration with other FCDC technical and service delivery teams, including the Enterprise Information Security team.
- Ensure the Network Engineering team follows all applicable regulatory frameworks and organization‑driven annual audits.
- Develop and maintain a robust system monitoring to alert staff to key outages and poor network and application performance.
- Lead and develop Enterprise Network Engineers in collaboration with HR using quarterly review frameworks, 1:1 meetings, modeling of professional development behaviors, utilization of training budgets, and encouragement of cross‑training opportunities.
