Agency Overview

The Ohio Public Works Commission (OPWC) was created initially in 1987 to administer the State Capital Improvement Program (SCIP) which was soon joined by the Local Transportation Improvement Program (LTIP). These programs, which run concurrently, are solicited, scored, and selected by the 19 District Integrating Committees according to each district’s schedule. In 2000, the OPWC became responsible for the administration of the Clean Ohio Conservation Green Space Program in which applications are solicited, scored, and selected by the 19 Natural Resources Assistance Councils (NRACs).

The legislatively appointed twelve-member Commission provides oversight to the director and adopts the bylaws governing the conduct of OPWC’s business. The Commission’s nine member staff works with the district committees to ensure that the programs are administered in a fair and objective manner. On a daily basis staff maintain ongoing contact with local communities and provide technical assistance through each project s completion.

Job Description

Ohio Public Works Commission:
Chief Financial and Operating Officer

Serves as Controller for agency financial operations including the following tasks:

  • Plans and manages all fiscal and budgetary operations of the Commission as they relate to its administration of over $400 million annually.
  • Manages all fiscal activities for capital project and revolving loan funds.
  • Monitors bond proceeds and investment earnings, plans and coordinates bond sales.
  • Establishes/manages individual spending control accounts for all approved projects; designs and manages accounting structures for all funds and chart of accounts; determines program allocations for district integrating committees and natural resource assistance councils; manages cash and appropriations for all approved projects.
  • Projects cash-flow needs based on approved capital projects; approves all capital and operating vouchers in OAKS; designs and manages all cash flow procedures for project disbursements.
  • Performs revenue projections for revolving loan fund; prepares reports on disbursement activity.
  • Monitors/ implements changes in Federal Tax Code relative to the management of tax-exempt debt and loan repayments.
  • Prepares and implements Capital and Operating Budgets.
  • Prepares annual GAAP report for OBM.
  • Coordinates and assists in internal/external audits.
  • Prepares financial statements and advises Director, OPWC Commissioners, OBM, government officials and other project personnel regarding financial reports.
  • Develops policies and procedures to enhance internal control environment and program efficiency.
  • Assists Director in policy and programmatic decision-making processes and relaying information to staff.
