Operations Manager, Program / Project Manager
CLASSIFICATION
PURPOSE:
The primary purpose of the Division Manager classification is to manage, coordinate, and supervise a division office to maintain routine, daily procedural matters.
JOB DUTIES:- Schedules staff and provides work direction on a daily basis to ensure the timely completion of Division work and processes.
- Oversees bi-weekly payroll and training of staff.
- Monitors and provides assistance and informational services to customers (e.g., businesses, general public, governmental agencies, attorneys, or pro se filers), in-person or by telephone, regarding the filing, processing, or issuance of legal documents.
- Answers questions regarding legal procedures, forms, and routine procedural matters.
- Directs callers to appropriate division, agency, or resources.
- Meets with court personnel and other divisions or agencies.
- Assists deputy directors and management teams with auditing processes, work performance measures, and quality assurance measures.
- Serves as back up for critical office functions.
- Designs, implements, and troubleshoots work procedures.
- Reports on divisional status and progress regarding all facets of operations to upper management.
- Coordinates work with justice partners to ensure timely and accurate processing.
- Responsible for oversight of staff time sheets and leave use, evaluating staff performance, allocating personnel, acting on staff problems, and counseling/disciplining staff.
- Makes recommendations in selection, transferring/promoting, and discharging staff.
- Occasionally requires attendance at justice partner events or in-office presence outside typical work hours to address critical court or clerk business needs.
- Maintains regular and predictable attendance.

- Knowledge of employee development; supervision; office management; agency policies & procedures; government structure & process; interviewing.
- Skill in word processing; equipment operations.
- Ability to recognize unusual or threatening conditions & take appropriate action; deal with problems involving several variables in familiar context; define problems, collect data, establish facts & draw valid conclusions; comprehend & record figures accurately; add, subtract, multiply & divide whole numbers; copy records precisely without error; complete routine forms; maintain accurate records; prepare meaningful, concise & accurate reports; use proper research methods in gathering data;
gather, collate & classify information about data, people or things; establish friendly atmosphere as supervisor of work unit; handle sensitive inquiries from & contacts with officials & general public; resolve complaints from angry citizens & government officials.
Bachelor’s degree in business administration, public administration, or related field with three (3) years of business, legal, public administration, or related experience; or any equivalent combination of training and experience.
ADDITIONAL REQUIREMENTSNo special license or certification is required.
SUPERVISORY RESPONSIBILITIESAbility to assign, review, plan, and coordinate the work of other employees, to provide instruction to other employees, to maintain department standards, to recommend the discipline or discharge of other employees, to act on employee problems, to evaluate staff performance, to maintain staff timekeeping, and to recommend and approve the transfer, promotion, or salary increase of other employees.
UNUSUALWORKING CONDITIONS:
This is an unclassified position that serves at the pleasure of the Clerk of Courts. May need to travel to meetings, training sessions, or other work-related appointments.
