Position: Care Delivery Innovation & Workforce Manager - Appalachian and Rural Center for Health

Scope of Position

Under the direction of the Executive Director, the Care Delivery Innovation and Workforce Manager provides leadership and operational oversight for the development, documentation, and implementation of innovative care delivery playbooks and workforce‑aligned strategies. This position leads Appalachian and Rural Center for Health (ARCH) initiatives that strengthen the transfer of evidence‑based knowledge into practice and advance improved physical and behavioral health outcomes for rural and Appalachian communities.

Summary

The Care Delivery Innovation and Workforce Manager is responsible for leading internal and external partnerships that support the innovative care delivery and playbook strategy within ARCH. The Manager oversees strategic, operational, and administrative functions including performance reporting, budget and capital planning, decision support, and quality and operations improvement initiatives. This role works closely with OSU colleges, the Clinical and Translational Science Institute (CTSI), OSUWMC clinical and operational leaders, community partners, and statewide stakeholders to discover community needs, align OSU‑developed playbooks with those needs, and support expansion of evidence‑based practices using implementation science strategies.

The position also manages ARCH’s workforce development strategies to support discovery of local health care workforce development and retention opportunities and co‑creation of strategies that extend Ohio State’s expertise and capacity to drive local solutions to meeting those workforce needs. This position will also supervise 2‑3 employees.

Minimum

Required Qualifications

Bachelor’s degree or equivalent experience. Advanced degree may be required. 7 years of relevant experience required. 12 or more years of relevant experience preferred.

Operational Performance Improvement & Financial Management
  • As a member of the ARCH leadership team, contributes to the development of annual goals, objectives, and operational plans that advance ARCH’s innovative care delivery/playbook, research, and workforce development and retention priorities.
  • Oversees budget development, monitoring, and adherence for assigned cost centers supporting innovative care delivery, workforce, and technical assistance activities. Utilizes productivity and performance management tools to support effective resource allocation and human resources planning. Supports monitoring and management of key financial and operational performance indicators related to playbook and workforce project development, implementation, and community impact.
Strategic & Administrative Direction
  • Leads the strategy for developing and sustaining projects with internal and external stakeholders, including OSU colleges, the Clinical and Translational Science Institute (CTSI), OSUWMC clinical partners, government entities, nonprofit organizations, community residents, and private sector partners to advance innovative care delivery and workforce development.
  • Directs the development and implementation of the ARCH workforce development strategy.
  • Oversees the development of an inventory of evidence‑based and re‑designed care models and supports their documentation into scalable clinical playbooks.
  • Directs and supports discovery of community needs in rural and Appalachian partner regions and matches local priorities to OSU playbook assets.
  • Identifies, pilots, and oversees implementation of priority playbooks or implementation science projects with partnering communities, including coordination of onsite technical assistance and implementation support.
  • Collaborates with Partnership and Advocacy team to strengthen local relationships, communication, and coordination necessary for successful uptake of innovative care delivery.
  • Partners with OSU’s Care Innovation and Community Improvement Program (CICIP) Quality Improvement Hub (QI Hub), CTSI, and Government Resource Center (GRC) to incorporate learning health system strategies and accelerate the adoption of evidence‑based practices statewide.
