What you'll do at DBH:
The Licensure and Certification Supervisor (Mental Health Administrator
5) serves in a senior leadership role responsible for the statewide administration, oversight, and continuous improvement of DBH licensure and certification programs. This position provides strategic leadership and direct supervision of licensure and certification survey staff while ensuring compliance with Ohio Administrative Code, Ohio Revised Code, federal regulations, and nationally recognized accreditation standards.
The incumbent plans, directs, coordinates, implements, and monitors statewide licensure and certification activities for private psychiatric hospitals, community behavioral health providers, opioid treatment programs, recovery housing residences, and residential facilities. The position works collaboratively with agency leadership, legal counsel, providers, stakeholders, and federal and national accrediting organizations to ensure the delivery of safe, high-quality behavioral healthcare services throughout Ohio.
Essential Duties and Responsibilities
Program Leadership and Administration
* Plan, direct, coordinate, implement, and monitor statewide licensure and certification programs for private psychiatric hospitals, community behavioral health providers, opioid treatment programs, recovery housing residences, and residential facilities.
* Evaluate licensure and certification findings and recommend licensure actions, corrective actions, or enforcement activities, as appropriate.
* Develop, revise, and implement policies, procedures, administrative rules, and program improvements to strengthen licensure and certification operations.
* Maintain comprehensive knowledge of Ohio Administrative Code, Ohio Revised Code, federal regulations, and national accreditation standards governing behavioral health providers and facilities.
* Lead and manage special initiatives and projects assigned by the Office Chief, including performance improvement, risk management, housing initiatives, residential state supplement programs, and seclusion and restraint reduction efforts.
Supervision and Staff Development
* Provide direct supervision, leadership, and performance management for licensure and certification survey staff.
* Conduct monthly on-site monitoring and supervision of surveyors.
* Complete monthly performance improvement file reviews and provide coaching, mentoring, and technical guidance to staff.
* Ensure survey activities are conducted consistently, accurately, and in accordance with agency policies and regulatory requirements.
Survey and Compliance Activities
* Participate in licensure surveys, investigations, complaint reviews, and compliance activities to support informed licensure and enforcement decisions.
* Review survey findings and make evidence-based recommendations regarding licensure, certification, corrective actions, denials, or revocations.
* Maintain quality assurance over survey processes and promote continuous improvement initiatives.
Acting Leadership Responsibilities
* Serve on behalf of, or as Acting Chief of Licensure and Certification, in the absence of the Chief, as requested.
* Represent the Chief in matters involving licensure, certification, and regulatory compliance.
* Sign licensure, certification, and other official documents on behalf of the Chief, as authorized.
* Represent DBH in statewide meetings, committees, and stakeholder engagements related to licensure and certification.
Regulatory and Legal Coordination
* Lead Chapter 119 administrative denial and revocation processes for assigned surveyors and cases.
* Maintain expertise in Ohio Administrative Procedure Act requirements and applicable administrative hearing processes.
* Review Chapter 119 notices prior to legal review.
* Coordinate hearing preparation with the Ohio Attorney General's Office.
* Serve as a subject matter expert and witness during administrative hearings, as appropriate.
* Consult with DBH Legal Services regarding licensure and certification issues and recommend appropriate regulatory actions.
