Job Description

The Licensure and Certification Supervisor (Mental Health Administrator
5) serves in a senior leadership role responsible for the statewide administration, oversight, and continuous improvement of DBH licensure and certification programs. The position provides strategic leadership and direct supervision of licensure and certification survey staff while ensuring compliance with Ohio Administrative Code, Ohio Revised Code, federal regulations, and nationally recognized accreditation standards.

Primary duties include planning, directing, coordinating, implementing, and monitoring licensure and certification activities for private psychiatric hospitals, community behavioral health providers, opioid treatment programs, recovery housing residences, and residential facilities. The supervisor collaborates with agency leadership, legal counsel, providers, stakeholders, and federal and national accrediting organizations to ensure safe, high‑quality behavioral healthcare services throughout Ohio.

Essential Duties and Responsibilities Program Leadership and Administration
  • Plan, direct, coordinate, implement, and monitor statewide licensure and certification programs for private psychiatric hospitals, community behavioral health providers, opioid treatment programs, recovery housing residences, and residential facilities.
  • Evaluate findings and recommend licensure actions, corrective actions, or enforcement activities.
  • Develop, revise, and implement policies, procedures, administrative rules, and program improvements.
  • Maintain comprehensive knowledge of applicable codes, laws, and accreditation standards.
  • Lead and manage special initiatives and projects assigned by the Office Chief, including performance improvement, risk management, housing initiatives, and seclusion and restraint reduction efforts.
Supervision and Staff Development
  • Provide direct supervision, leadership, and performance management for licensure and certification survey staff.
  • Conduct monthly on‑site monitoring and supervision of surveyors.
  • Complete monthly performance improvement file reviews and provide coaching, mentoring, and technical guidance.
  • Ensure survey activities are conducted consistently, accurately, and in accordance with agency policies and regulatory requirements.
Survey and Compliance Activities
  • Participate in licensure surveys, investigations, complaint reviews, and compliance activities.
  • Review survey findings and make evidence‑based recommendations regarding licensure, certification, corrective actions, denials, or revocations.
  • Maintain quality assurance over survey processes and promote continuous improvement initiatives.
Acting Leadership Responsibilities
  • Serve as Acting Chief of Licensure and Certification in the absence of the Chief or as requested.
  • Represent the Chief in matters involving licensure, certification, and regulatory compliance.
