Overview

Human Services Manager (260004IZ). This is a field position where the majority of time is spent traveling to conduct inspections, monitoring, training, technical assistance, site visits, interviews, record review, and data collection. Frequent travel within assigned regions in Ohio, including overnight stays, is required. Candidates must provide their own transportation or have a valid driver’s license to operate a state vehicle.

Responsibilities
  • Lead statewide monitoring and quality improvement efforts, overseeing Children’s Services Quality Assurance and Continuous Quality Improvement programs and ensuring compliance with state and federal rules.
  • Develop and interpret policy, analyze laws and regulations, and collaborate on program policies, procedures, goals, and operating guidelines.
  • Provide technical assistance to PCSA staff, Title IV‑E Courts, and DCY staff to strengthen local practice and improve outcomes for children and families.
  • Guide operational strategy by designing statewide implementation plans, evaluating current practices, and recommending improvements.
  • Represent the bureau statewide by attending conferences, briefings, and trainings; drafting speeches and position papers; and responding to inquiries from government officials and partner agencies.
  • Produce comprehensive reports summarizing monitoring results, program performance, and recommendations.
  • Supervise assigned staff: set goals, assign work, review performance, coach, approve leave, recommend hires or disciplinary actions, and run staff meetings.
Additional Expectations
  • Attend meetings, trainings, and travel statewide as needed.
  • Use a computer daily to prepare reports, correspondence, and documentation.
  • Maintain logs, files, and program records.
  • Take on other duties supporting the bureau’s mission and statewide child welfare efforts.
Pay Information

Starting salary is step 1 of the salary range. New hires advance to the next step after 6 months and annually thereafter. Cost‑of‑living increases may be awarded annually, and longevity supplements begin after 5 years.

Qualifications
  • 72 months experience in researching, developing, or implementing policies related to social services, health services, public policy, or a comparable field; and 12 months experience in delivering human services in a governmental, community, or private human services agency.
  • Or completion of an undergraduate core program in social or behavioral science; 48 months policy experience; 12 months human services delivery experience.
  • Or completion of a graduate core program in social or behavioral science; 36 months policy experience; 12 months human services delivery experience.
