Job DescriptionIn this role, you will serve as a statewide leader in partnership with Ohio’s Public Children Services Agencies (PCSAs), Title IV-E Courts, and private providers in delivering high quality, compliant children services. Your work will blend policy expertise, operational oversight, staff leadership, and relationship building across county, state, and federal partners.
Responsibilities- Lead Statewide Monitoring and Quality Improvement Efforts – Oversee Ohio’s Children Services Quality Assurance and Continuous Quality Improvement programs, ensuring compliance with state and federal rules.
- Develop and Interpret Policy – Analyze pending and current laws, determine impacts, and collaborate on program policies, procedures, goals, and operating guidelines.
- Provide Technical Assistance – Collaborate with PCSA staff, Title IV-E Courts, and DCY staff to strengthen local practice and improve outcomes for children and families.
- Guide Operational Strategy – Design statewide implementation plans, evaluate current practices, propose improvements, and recommend fiscal and resource impacts.
- Represent the Bureau Across the State – Attend conferences, meetings, briefings, and trainings; draft speeches, write position papers, and respond to inquiries from government officials and partner agencies.
- Produce Reports and Documentation – Create comprehensive reports summarizing monitoring results, describing program performance, and providing recommendations.
You will supervise assigned staff, setting goals, assigning work, reviewing performance, providing coaching, approving leave, and recommending hires or disciplinary actions. You’ll run staff meetings and support your team’s professional development.
Additional Expectations- Attend meetings, trainings, and travel statewide as needed.
- Use a computer daily to prepare reports, correspondence, and documentation.
- Maintain logs, files, and program records.
- Take on other duties that support the bureau’s mission and statewide child welfare efforts.
Starting salary will be step 1 of the salary range. New hires advance to the next step after 6 months and annually thereafter.
- Step 1: $40.40 per hour ($84,032 annually)
- Step 2: $42.70 per hour ($88,816 annually)
- Step 3: $44.99 per hour ($93,579 annually)
- Step 4: $47.43 per hour ($98,654 annually)
- Step 5: $50.12 per hour ($104,250 annually)
- Step 6: $52.90 per hour ($110,032 annually)
- Step 7: $55.09 per hour ($114,587 annually)
- Step 8: $57.67 per hour ($119,954 annually)

- 72 months experience in researching, developing, or implementing policies related to social services, health services, public policy, or a comparable field, and 12 months experience in delivery of human services in a governmental, community, or private human support services agency.
- Or completion of undergraduate core program in social or behavioral science; 48 months experience in policy research or development and 12 months experience in human services delivery.
- Or completion of graduate core program in social or behavioral science; 36 months experience in policy research or development and 12 months experience in human services delivery.
- Or 12 months experience as Human Services Developer, 69463.
- Or equivalent of the minimum class qualifications noted above.
