Location RequirementsDCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions.
Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.
This role involves researching, analyzing, developing, revising, and implementing policies, procedures, and programming related to Substitute Care, the Interstate Compact on the Placement of Children (ICPC), and the Interstate Compact on Adoption and Medical Assistance (ICAMA).
Research and AnalysisCompiles and analyzes information to inform Substitute Care, ICPC, and ICAMA policy and programming, including:
- Federal regulations, Ohio Revised Code (ORC), pending legislation, and data collection
- Ohio Administrative Code (OAC) rules to determine impacts and cross application to Substitute Care, ICPC, and ICAMA
- Stakeholder feedback from public and private child serving agencies, associations, individuals with lived experience, community service providers, and child advocacy groups
Develops statewide minimum practice standards based on federal acts, compact requirements, task force recommendations, legislative analysis, and administrative decisions by:
- Drafting and revising OAC rules related to Substitute Care requirements, interstate placements, and compact processes
- Following Ohio Legislative Service Commission procedures for rule drafting and filing
- Providing expertise, technical assistance, and training to support consistent statewide application and implementation of OAC rules
- Creating policy guidance documents and additional resources to support practice and rule compliance
- Communicating with PCSAs, Juvenile Courts, private child serving agencies, community providers, and other governmental partners regarding Substitute Care, ICPC, and ICAMA policy and programming
- Responding to inquiries from citizens, stakeholders, and federal and state partners
- Delivering presentations and training across program areas (e.g., ICPC processes, interstate communication, placement standards, medical assistance requirements)
- Evaluating compliance with Substitute Care, ICPC, and ICAMA practice requirements and providing recommendations to strengthen program effectiveness
- Communicating across various platforms to promote awareness of programs and services
- Collaborating with internal sections (automated systems, child protection, kinship/adoption, etc.)
- Participating in staff meetings, trainings, and conferences
- Operating a personal computer and applicable software applications
- Child welfare policies, Substitute Care standards, and interstate placement practices
