Community Reuse Area Planner

The City of Concord is seeking a Community Reuse Area Planner to lead coordination and implementation of complex, long‑range planning processes for the Concord Naval Weapons Station Reuse Project.

Responsibilities
  • Lead coordination of the specific planning, entitlements, and development of the Community Reuse Project.
  • Prepare Specific Plan and environmental review documents, and amend the General Plan, Zoning Map, and Development Code as needed.
  • Serve as the primary liaison between the City and the Master Developer.
  • Manage City staff and consultant teams in the preparation of specific plans, master plans, general plans, land use entitlements and permitting processes.
  • Conduct complex project management duties, including negotiating with developers on planning issues.
Qualifications
  • Education:

    Bachelor’s Degree in City Planning or a closely related field (Master’s preferred).
  • Eight (8) years of increasingly responsible professional planning experience, including program management and supervision of staff.
  • Significant experience leading complex, long‑range planning processes and meeting state law requirements.
  • Strong independent leadership with political acumen.
  • Excellent communication skills, able to explain complex planning principles in simple terms.
  • Flexibility and adaptability to change and new information.
  • Collaborative skills across city divisions, departments, and external agencies.
  • Guided by the City’s Mission, Vision, and Values.
  • California Driver’s License and satisfactory driving record.
