Associate Civil Engineer – Three Year Limited Term
We are looking for an experienced, licensed engineer to enhance the beautification, functionality, and safety of the City of Concord. The successful candidate will support capital improvement projects and broader civil works City‑wide, term ending 6/30/2028.
What you will be doing in this role- Collaborate with City departments (Public Works, Transportation, Recreation Services) and Community Development divisions (Current Development, Planning, Building) to complete critical Capital Improvement Projects as programmed in the City’s two‑year Capital Budget.
- Provide engineering project control on a variety of capital construction or maintenance projects related to City buildings, structures, and facilities.
- Manage projects from schematic drawings through final acceptance of construction and the warranty period.
- Contribute to innovations and improvements in the Capital Improvement Program, aligning with the City’s Mission, Vision, and Values.
- Review and analyze architectural and engineering work of consulting firms, provide design or related services, negotiate contracts, obtain permits, establish budgets, and maintain schedules.
- Represent the City in meetings and presentations to community groups, other governmental agencies, and the public.
- Apply engineering knowledge to solve problems and carry through assignments independently.
- Operate effectively in a team environment encouraging cooperation, communication, and mutual sharing of risk, responsibility, and reward.
- Has considerable knowledge of materials, methods, and techniques in designing and constructing civil engineering projects.
- Is familiar with laws, regulations, ordinances, codes, and engineering standards applicable to public works projects.
- Can review and analyze architectural and engineering work of consulting firms and provide design services.
- Is proficient with computer applications, including AutoCAD Civil3D.
- Can effectively negotiate contracts, obtain permits, establish budgets, and maintain schedules.
- Communicates effectively both verbally and in writing.
- Can represent the City in meetings and presentations to various groups.
- Has skill in applying engineering knowledge to solve problems independently.

Considerable working knowledge of municipal engineering concepts, laws, practices, methods, standards, procedures, and techniques pertinent to municipal engineering. This includes mechanics of solids, hydraulics, theory of structure, strength of materials, engineering geology, surveying, engineering economics, and cost estimating. Also includes basic supervisory and safety principles and computer use for engineering studies and analyses.
Education/Experience- Equivalent to a Bachelor’s degree from an accredited college or university in civil engineering or a related engineering field, or a California Engineer in Training (E.I.T.) Certificate.
- Four (4) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting.
Possession of a valid registration as a Professional Civil Engineer issued by the California State Board of Registration. Registration as a Professional Engineer by other state Boards will be considered. Possession of a valid California Driver’s License by the time of employment, and maintenance of a satisfactory driving record.
