Responsibilities
- Provide engineering project control on capital construction or maintenance projects related to the City’s buildings, structures, and facilities.
- Develop major, complex, high‑cost projects from schematic drawings through final acceptance of construction and warranty period.
- Collaborate with City departments such as Public Works, Transportation, Recreation Services, Planning, and Building to complete critical Capital Improvement Projects.
- Manage project budgets, schedules, and contractual activities, including bid advertisements, bid evaluation, and award recommendations.
- Review and analyze architectural and engineering work of consulting firms, providing design or related services as needed.
- Coordinate on‑site administration of contracts, inspection of construction work, and write change orders.
- Act as Resident Engineer on municipal construction projects, reviewing final plans, specifications, and agreements.
- Perform field inspections and testing, and inform contractors when work does not conform to plans, issuing citations or stopping work as required.
- Maintain detailed work record data, monitor safety and labor compliance, and coordinate with utilities and other public agencies.
- Prepare engineering plans and related calculations for various Public Works projects, including streets, sidewalks, culverts, and drainage facilities.
- Compute grades, horizontal and vertical curves, hydraulic runoff, capacity of drains, structural stresses, and perform right‑of‑way calculations.
- Provide written and oral responses to inquiries regarding municipal engineering policies, procedures, standards, and environmental impact reporting requirements.
- Lead interdisciplinary design teams in the preparation of project documents and the completion of related requirements such as environmental reports.
- Prepare recommendations on modifications to engineering policies, procedures, or standards pertaining to assigned areas of activity.
- Promote the City’s Mission to provide responsive, cost‑effective, and innovative government services.
- Considerable knowledge of the materials, methods, and techniques in the design and construction of civil engineering projects.
- Knowledge of applicable laws, regulations, ordinances, codes, and engineering standards related to public works projects.
- Ability to review and analyze architectural and engineering work of consulting firms.
- Proficiency in computer applications, including the latest version of AutoCAD Civil3D.
- Experience negotiating contracts, obtaining permits, establishing budgets, and maintaining project schedules.
- Effective verbal and written communication skills.
- Experience representing the City in meetings and presentations to community groups, other governmental agencies, and the public.
- Ability to apply engineering knowledge to solve problems and carry out assignments independently.
- Experience working in a team environment that encourages cooperation, communication, and mutual sharing of responsibility.
- Four (4) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting.
- Possession of a valid California Professional Civil Engineer registration or equivalent registration from another state.
- Valid California driver’s license with a satisfactory driving record.
Equivalent to a Bachelor’s degree from an accredited college or university in civil engineering or a related field, or a California Engineer in Training (E.I.T.) certificate.
