Senior Desktop Engineer

City of Concord’s Information Technology Department seeks a senior professional to lead desktop support and related IT functions, ensuring high‑quality services to internal departments, residents, and partner agencies.

Responsibilities
  • Lead and inspire a team of Service Desk Technicians to deliver exceptional desktop support services across the organization.
  • Develop and deliver technical trainings and documentation to empower technology users.
  • Maintain an up‑to‑date inventory of all IT assets and oversee asset lifecycle replacement projects.
  • Participate in, and make recommendations for IT planning and improvement projects.
  • Administer and maintain Active Directory, ensuring secure and efficient user authentication and access control.
  • Monitor and manage the IT ticketing system, ensuring timely resolution of user requests and incidents.
  • Diagnose and resolve hardware and software issues, minimizing disruption to customers.
  • Design and implement scripts to automate software deployment and streamline repetitive tasks.
  • Plan, organize, lead, and perform activities related to system analysis and programming operations.
  • Apply city and departmental policies, procedures, rules, and regulations, analyze work requests, set priorities, advise on performance evaluations, recommend disciplinary actions, and identify solutions to employee complaints.
  • Confuse with departments to determine system functions and desired results; resolve problems collaboratively.
  • Analyze program problems and changes in requirements, identify alternatives and improvements, and recommend changes as needed.
  • Develop standards and guidelines to ensure compliance for program documentation, security, design, coding, and testing.
  • Act as project manager on complex system and programming assignments.
  • Provide technical guidance and train departmental users on computer systems.
  • Coordinate system and programming activities with other city work units and align with city goals.
  • Administer the citywide relational Oracle database.
  • Promote the city’s mission and values by delivering responsive, cost‑effective, and innovative government services.
  • Perform other duties as assigned that support the department’s objectives.
Qualifications
  • Strong passion for Information Technology and commitment to outstanding customer service.
  • Three years of increasingly responsible employment in systems and application programming, preferably including leadership of others.
  • Bachelor’s degree in Computer Science or a related discipline.
  • Excellent oral and written communication skills, with ability to coordinate with stakeholders and third‑party vendors.
  • Strong listening, communication, and customer‑service orientation.
  • Honesty, adherence to principles, personal accountability, and integrity.
  • Ability to stay abreast of technological changes and best practices, and to make informed recommendations for system improvements.
  • Understanding of and commitment to the city’s mission, vision, and values.
  • Possession of a valid California driver’s license and a satisfactory driving record.
  • Experience in managing Active Directory, IT ticketing systems, asset inventory, and script automation.
  • Knowledge of structured design, relational databases, programming techniques, and application development.
