Water Treatment Supervisor

Contra Costa Water District is hiring a Water Treatment Supervisor to lead and support the daily operations and maintenance of one surface water treatment plant and related facilities. The Water Treatment Supervisor is responsible for supervising operations staff, ensuring compliance with water quality and regulatory standards, optimizing treatment processes, coordinating maintenance and capital improvement projects, and maintaining a safe and secure work environment.
Working closely with the Water Treatment Superintendent, this role combines technical expertise, team leadership, and operational management to ensure the reliable production of high-quality potable water for the community. The position offers the exciting opportunity to lead skilled staff, contribute to process improvements, support strategic planning and budgeting efforts, and serve as a key resource in maintaining public health and environmental compliance.
Lead a High-Impact Team

Support Continuous Improvement
- Evaluate treatment processes and implement operational enhancements that improve efficiency, reliability, and water quality outcomes.
- Contribute to the District's infrastructure through coordination of capital improvements, maintenance activities, facility upgrades, emergency response planning, and water quality initiatives.
- Collaborate with engineers, operators, and regulatory agencies to solve complex operational challenges and deliver results.
Key Responsibilities
- Lead and supervise water treatment operations staff, including scheduling, training, performance management, and ensuring safe and efficient plant operations.
- Oversee the operation and maintenance of the water treatment plant and related facilities, ensuring the reliable production of high-quality drinking water.
- Monitor water quality, treatment processes, and regulatory compliance, making operational adjustments to meet all federal, state, and local requirements.
- Coordinate maintenance activities, facility improvements, and capital projects with internal teams, contractors, and consultants.
- Support operational planning and administration, including budgeting, reporting, process improvement initiatives, and emergency response activities.
- Serve as on-call supervisor on a rotational basis.
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Training:
Equivalent to an associate degree with coursework in chemistry, biology, or related.
Experience:
Five (5) years of increasingly responsible experience operating a surface water treatment plant including two (2) years of lead or supervisory experience. Licenses and
Certifications:
- Possession of a valid California driver's license to be maintained throughout employment.
- Possession and maintenance of a valid Grade T4 Water Treatment Operator certificate issued by the State Water Resources Control Board.
- Ability to obtain, and maintain possession of, an Occupational Safety and Health Administration (OSHA) compliant Hazardous Waste Operations and Emergency Response (HAZWOPER) certificate.
Physical Demands
Must possess mobility to work in a water treatment plant and standard office setting, use specialized equipment and instrumentation and standard office equipment, including a computer; to operate vehicle and visit various District sites; color vision to detect shades of color and vision to see alarms and to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
This classification frequently sits and stands and walks between work areas. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate plant and standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
