Treasurer/Collector

The Town of Hudson is seeking a progressive candidate for the Treasurer/Collector position. Responsible for the administration of all municipal funds, including analysis of cash flow, custody and investment of funds, issuance of debt, collection of receivables, the custody of tax title properties and compliance with applicable laws under the direction of the Finance Director. Supervises payroll processing, administers retirement and benefit programs and manages a staff of four and a contracted Benefits Administrator.

Definition

The Treasurer/Collector performs administrative and supervisory work in the receipt, expenditure, custody and investment of municipal funds, processing of the Town's payroll, the borrowing of money, the custody of tax title properties, the collection of taxes and all other monies committed for collection in accordance with applicable provisions of the Massachusetts General Laws; all other related work, as required.

Responsibilities
  • Responsible for the billing and collection of real estate, personal property and excise taxes, water, sewer and lien payments and other fees and charges.
  • Negotiates and recommend approval of treasury/collection third party arrangements.
  • Maintains records of bank and investment accounts; deposits receipts; maintains and records collections; reconciles all bank accounts. Reconciles cash monthly with the Town Accountant.
  • Prepares, arranges and coordinates temporary, short and long-term borrowing; maintains debt, including budgeting, borrowing and payments; approves and signs all bonds, notes and payment instruments; maintains books for each transaction; responsible for reconciliation of receivables to accounting records.
  • Monitors and maintains cash balances; including town warrants, accounts payable, payroll, principal and interest.
  • Prepares cash flow projections and evaluates the Town's cash requirements; establishes and determines short-term cash management practices and activities in conjunction with the Finance Director.
  • Maintains custody of securities of trust funds and investments.
  • Prepares debt budget and assists with preparation of the department budget.
  • Reviews and approves all Municipal Lien Certificates as requested.
  • Monitors and coordinates all activities involved in the tax taking process, including collection, redemption and final disposition.
  • Prepares paperwork for foreclosures and auctions; prepares advertisements and coordinates with attorneys.
  • Responds to a variety of inquiries.
  • Prepares monthly, quarterly and annual reports for local, state and federal governments.
  • Responsible for the administration of the town's payroll and benefits programs.
  • Participates in audit activities pertaining to the department and workers' compensation.
  • Performs similar or related work as required, or as situation dictates.
Supervision

Works under the general direction of the Director of Finance, in accordance with all applicable Federal and Massachusetts General Laws, municipal policies and objectives and professional standards; the employee assumes direct accountability for department results and performs responsible duties of a complex nature which require considerable independent judgment and initiative in the planning, administration and execution of the department's services.

Supervisory Responsibilities
  • Works performed under typical office conditions; volume of activity fluctuates according to various deadlines and billing schedules; additional hours may be required to meet deadlines.
  • Operates standard office equipment.
  • Performance requires frequent contact with other town departments, taxpayers outside agencies, vendors, banks and attorneys; contact is in person, by telephone, e-mail and in writing.
  • Has access to personnel files, legal proceedings and confidential financial information.
  • Errors in judgment could result in delay or loss of service, monetary loss or legal repercussions.

Minimum qualifications:
