Position Overview / Duties

This is a Direct Hire Authority (DHA) solicitation under the DHA for Certain Personnel of the DoD, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service. The selectee will serve as the Environmental and Cultural Resources Section Chief. This individual supervises and directs a staff of physical scientists, environmental resource specialists, ecologists, and archaeologists in the environmental/cultural evaluation of New England District civil works projects and military projects, and the development of Environmental Assessments (EA), Environmental Impact Statements (EIS), and related studies and activities in compliance with the National Environmental Policy Act (NEPA);

provide coastal zone management and water quality certification approvals for district activities; incorporate environmental features in plans and projects; ensure compliance with the National Historic Preservation Act; and review environmental impact statements for other agencies.

Minimum Education Requirement

Archeology Series, 0193

  • Education
  • Degree that included 3 semester hours each in the following course areas:
    History of archeology;
    Archeology of a major geographical area such as North America or Africa;
    Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development;
    Theory and methods of archeology (typology, classification, sampling, cultural evolution, diffusion, dating, analytical techniques);
    Archeological field school to provide understanding of research design, field preservation techniques, and report preparation by actual field work.

AND

  • Six semester hours of related coursework in geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing; surveying. Archeological field school.

OR

  • Combination of

    Education and Experience:

    College-level education or training that provided knowledge equivalent to A above, plus appropriate technical experience or additional education.

OR

  • Experience:

    Four years of archeological work experience including field experience; ability to be a crew chief directing others on a larger archeological project.
General Natural Resources Management and Biological Sciences Series, 0401
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
  • or Combination of education and experience:
    Courses equivalent to a major, plus appropriate experience or additional education.
Ecology Series 0408

Degree: biology or related field with minimum coursework as specified by the position requirements.

General Physical Science Series, 1301
  • Degree: physical science, engineering, or mathematics with 24 semester hours in physical science and/or related engineering science; or combination of education and experience with equivalent coursework.
Chemistry Series, 1320
  • Degree: physical sciences, life sciences, or engineering including 30 semester hours in chemistry plus calculus and physics coursework; or combination of education and experience with equivalent chemistry coursework plus mathematics and physics.
Minimum Experience Requirement

One year of specialized experience: managing and reviewing environmental and cultural resource evaluations; coordinating complex environmental policies and project alternatives with external regulatory agencies, Indian tribes, and special interest groups; managing project workloads, budgets, and schedules for technical or scientific teams. This aligns with GS-12 level requirements.
