Summary

Under the direction of the SYSC Bureau Chief and SYSC Associate Bureau Chief, the incumbent is responsible for leading, managing, and monitoring contracted educational services to ensure consistent, high‑quality academic and special education programming. Ensures implementation of evidence‑based, promising, and emerging best practices that support youths’ educational needs, safely and effectively, and uphold all applicable educational standards.

YOUR EXPERIENCE COUNTS

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS

Education/

Experience:

Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in education, human services, social work, sociology, counseling, juvenile justice, child protection, psychology or related field, with 4 years in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

TRAINEE OPTION

Candidates with an equivalent combination of 9+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position. Three years of education and experience must have been in a management level position involving administrative or supervisory duties concerning program administration, program planning and evaluation, business management or related management experience.

PREFERRED

QUALIFICATIONS

NH Certified Special Education Teacher. Experience implementing trauma‑informed educational programs within juvenile justice or behavioral health settings.

Responsibilities

DETAILED TASKS (AGENCY/POSITION‑SPECIFIC)
  • Direct and manage the facility educational program including evaluation, planning, behavioral, and special education supports. Ensure services are well coordinated with other facility departments.
  • Lead coordination with Local Education Agencies (LEAs) to obtain, implement, and monitor special education and Individualized Education Plans (IEPs) and 504 requirements.
  • Serve as a member of the facility leadership team and participate in policy development to promote the physical, emotional, educational, vocational, and social needs of residents.
  • Lead trauma‑informed training for educators, including de‑escalation approaches aligned with SYSC‑wide practice.
  • Provide staff coaching, performance feedback, and consistent implementation of educational policies and behavior supports.
  • Monitor educational contractor compliance to ensure service delivery meets contract and quality standards, including staffing levels and educational hours.
  • Serve as a liaison between educators and facility staff to align clinical and recreational plans with educational goals.
  • Establish, maintain, and oversee a collaborative relationship with LEAs, school districts, facility units, outside agencies, vendors, and consultants.
  • Demonstrate awareness of national trends in education programs and develop strategies to meet professional standards.
  • Support transition planning for youth re‑entry into communities, schools, and vocational programs.
  • Engage in community service on committees and work groups relevant to the development of vocational skills and educational supports for youth.
  • Develop and maintain a continuous quality improvement plan for educational services, incorporating data trends and performance measures.
