The State of New Hampshire, Department of Education, Division of Educator Support and Higher Education & Bureau of Higher Education has a full-time vacancy for an Administrator of Post Secondary Education.

Summary

Administers objectives, policies and procedures as well as making recommendations for short term and long term organizational goals for state and federal programs for the Division of Educator Support and Higher Education.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Minimum Qualifications

Education/

Experience:

Bachelor's degree and 5 years of experience OR equivalent combination of 9 years of education and experience after completion of high school. Education and experience must be in accounting, public administration, business administration, or management, with at least 3 years in a management level position.

License/Certification:
Valid driver’s license or access to transportation

Responsibilities

Analyzes, modifies and develops policies, relative to program objectives, including making recommendations for the development of proposed legislation, related administrative rules, and interstate agreements.

Oversees in-state and out-of-state institutions seeking approval to operate and offer courses, programs and degrees in the state, including site visits, preparing final reports, assisting consultants. Visits in-state institutions as needed.

Administers and oversees NC-SARA interstate agreement and represents the State of NH at the National Council level, and presents and informs the Executive Leadership and Higher Education Commission on NC-SARA topics.

Explains, interprets and provides frequent communication to advise and assist college and university representatives on federal and state policy and procedure updates and guidelines, for the purposes of coordinating and monitoring compliance activity and to ensure student protection. Administers program activities, clarifying information to ensure uniformity and adherence to policies and procedures.

Coordinates with state and federal officials to meet regulations governing agency programs. Presents relevant information to the Director, Commissioner of Education and Chair of the Higher Education Commission on higher education activities.

Prepares and makes recommendations to the division budget. Prepares and reviews grants and contracts for the delivery of required services. Analyzes statistical and fiscal reports to ensure compliance with reporting requirements.

Evaluates work performance of subordinate employees at least once a year, including assessing training needs for the purpose of staff development. Recommends hiring and firing of subordinate employees and disciplines staff, including solving personnel problems and implementing corrective measures. Approves subordinates leave requests and time cards in NH First financial system.

Oversees the development, design and revision of informational resources, manuals, status-to-operate reports, and tracking materials for institutions, evaluators, evaluation procedures, and outcomes. Reviews and presents program status reports and other informational reports for use by leadership in decision-making.
