Summary

Manages the engineering and construction activities for the Department of Military Affairs and Veterans Services. Supervises major engineering projects and provides technical expertise in the review of civil engineering, architectural systems, design, and construction projects.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Minimum Qualifications
  • Education:

    Master’s degree from an accredited institute of higher education with a major in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related field.

    Experience:

    Four years of post‑baccalaureate experience in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related field.
  • Education:

    Bachelor’s degree from an accredited institute of higher education with a major in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related field.

    Experience:

    Six years of post‑baccalaureate experience in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related field.
  • Education:

    Associate’s degree from an accredited institute of higher education with a major in civil engineering, construction engineering, mechanical engineering, electrical engineering, or a related field.

    Experience:

    Six years of experience at Civil Engineer I level or higher, plus two additional years in a position comparable to an Engineering Technician.
License/Certification
  • Must be a Licensed Professional Engineer in New Hampshire or another state.
  • Valid driver’s license and/or transportation access for statewide travel.
  • Must satisfactorily pass a State Police records check.
After-Hire Requirements
  • Must pass a National Agency Check to obtain a Common Access Card (CAC) within 12 months of hire and be eligible for renewal.
  • Must obtain New Hampshire Professional Engineer licensure within 12 months of employment.

Responsibilities
  • Plan, coordinate, and supervise major engineering and construction projects for DMAVS.
  • Enforce applicable state statutes and federal regulations for civil engineering and construction projects.
  • Review plan specifications, design studies, and engineering documents to ensure compliance with state standards and accepted practices.
  • Monitor and review construction plans during progress and post‑completion.
  • Collaborate with the Division of Public Works on engineering and construction activities, ensuring cohesive effort and efficient processes.
  • Attend project meetings and bid openings with DPW.
  • Determine and adjust project priorities using analysis of plans, designs, reports, safety, security, and budgets.
  • Communicate and meet regularly with the Administrator of Finance regarding budgets and project funding.
  • Act as project manager to coordinate and track projects, ensuring timely completion and review of contractor records.
