The State of New Hampshire, Department of Energy, Enforcement Division has a full-time vacancy for 13-1040 Compliance Officers-8.

To provide senior level management, analyses, and recommendations regarding operational aspects of the electric distribution system, including capital projects for reliability and safety as well as review of emergency response plans, participation during significant events, and evaluation of electric utility responses to outages and significant events.

MINIMUM QUALIFICATIONS:

• Bachelor's degree and 7 years of experience OR equivalent combination of 11 years of education and experience after completion of high school. Education and experience must be in chemical, civil, electrical, environmental, industrial or mechanical engineering, nuclear science & engineering or occupational safety and health.
• Valid driver’s license

PREFERRED QUALIFICATIONS:

• Background in engineering, electric utility reliability or operations, security, administrative procedures, and enforcement applications. Knowledge of program administration and evaluation.
• Knowledge of state and federal laws relating to electric utilities.
• Experience working with the State Building Code.
• Knowledge of the principles of supervision, administration, and community organization as applicable to specialized program area.
• Ability to prepare budgets.
• Ability to express ideas clearly and concisely both orally and in writing.
• Ability to evaluate and analyze program effectiveness and resource management.
• Ability to speak before public groups and legislative committees.
• Ability to establish and maintain effective working relationships with federal, state and other public officials.
• Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

DETAILED TASKS (AGENCY/POSITION-SPECIFIC):

• Assists the Enforcement Division Director in the administration of the division.
• Supervises and provides training for clerical, professional and technical Enforcement Division staff in the study, analysis, research and reporting of results on operational issues. Evaluates the work product of subordinates and prepares performance evaluations.
• Institutes business processes in order to prepare and supervise the preparation of detailed reports, studies and testimony used to formulate recommendations to the Department of Energy and the Public Utilities Commission on technical aspects in utility operations, public utility policy and engineering issues.
• Analyzes technical aspects of utility operations such as capacity, reliability, safety, and physical and cyber security including associated costs of utility operations to ensure adequate planning to meet regulatory standards.
• Supports State Emergency Response Plan implementation as designated Emergency Support Function role within National Incident Management framework including drill participation, emergency response and plan review.
