Job Overview

This is a highly responsible professional position providing vision and leadership in managing all financial, rating and facilities functions of Health Trust. This includes managing budgets, monitoring cash flow, monitoring claim levels and ensuring effective utilization of financial resources to ensure operational excellence. Work encompasses responsibility for maintaining financial records and a complete set of accounts in accordance with generally accepted accounting principles and the policies of Health Trust.

Work also encompasses responsibility for overseeing various financial, rating and building facility services necessary for the effective operation of the organization and its programs and services provided to Member Groups. The employee is responsible for keeping the Executive Director and governing bodies fully informed of financial status and information technology capabilities. The employee has direct supervisory authority over the Finance and Facilities Departments and interacts professionally with other Health Trust staff, and the Board, and a wide variety of external contacts.

A high degree of independence, initiative, and follow-through is expected.

Essential Duties & Responsibilities
  • As an active Leadership Team member, takes a leadership role in the organization and participates in Health Trust leadership and management activities, including participation in Leadership Team meetings, attendance at Health Trust Board and committee meetings, and strategic planning for the organization. In collaboration with the Leadership Team, helps to foster a positive, success-oriented, accountable culture within the organization. Keeps Health Trust Executive Director informed about Unit activities, issues, problems and opportunities.
  • Oversees and leads the development of the annual operating and capital budget for Health Trust and its contracted entities under the guidance of the Executive Director and Board of Directors; administers and reviews all financial plans and budgets; monitors progress and changes to keep stakeholders abreast of the organizations status. Develops and maintains a financial reporting system to monitor the budget and actual performance on a monthly basis;

    alerts Executive Director to trends and problems, and recommends needed adjustments to Executive Director.
  • Initiates, develops, and implements internal accounting, control, and financial reporting procedures. Responsible for the preparation of monthly and year‑end reconciliations and financial statements. Informs the Board of Directors and Executive Director of financial status and needed action. Prepares and monitors cash flow to ensure adequate liquidity to meet the organization’s cash needs while maximizing investment return; work includes the preparation of cash flow statements.
  • Responsible for the timely development and computation of all employee benefit rates and contributions from Health Trust Member Groups based on exposure, evaluates and advises Executive Director on rate impacts.
  • Analyzes and monitors investment portfolio in keeping with adopted Investment Policy. Works closely with investment advisors and investment managers to ensure preservation of capital, liquidity, and investment return maximization consistent with emerging claims liabilities and investment policy. When appropriate, formulates recommendations for amendments to investment program and policy. Manages aspects of the investment portfolio as outlined in the Investment Policy.
  • Develops and enhances systems, procedures, and policies guiding the transaction of financial matters. Safeguards the assets of the organization through continual review and improvement of internal controls. Continually improves accounting processes. Stays abreast of trends and regulations implementing change as needed to ensure effectiveness and compliance for the finance and information technology functions.
