Job SummaryPlan, organize, and monitor all activities of the Assessing Standards and Current Use Boards. Supervises administrative operations of the timber and excavation tax program and assists in reviewing and coordinating the development of materials for workshops and seminars conducted by staff assigned to the Municipal and Property Division.
Minimum Qualifications- Equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in business administration, project management, office administration, or related field.
- Valid driver's license or access to transportation for statewide travel.
- Must comply with and receive favorable results for an initial check and periodic rechecks of criminal background history, which may include an FBI background review, a state background review, and a check with local law enforcement agencies.
- Considerable knowledge of New Hampshire laws pertaining to specific program(s) supervised.
- Knowledge of individual and group behavior.
- Knowledge of current literature in the field appropriate to the field of employment.
- Ability to plan, supervise, coordinate and direct the work of others.
- Ability to evaluate situations.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with co-workers, governmental agencies and the public.
- Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
- Process applications by examining and evaluating documentation submitted for the Department of Revenue Administration (DRA) Appraiser Certification Program. Evaluate required documentation, including criminal record checks, to ensure compliance with established RSAs, Assessing Standards Board and Revenue Administrative Rules for determination of certification level of Approved DRA Certified Personnel. Identify deficiencies and propose changes in the DRA Appraiser Certification Program on processes and technology to facilitate improvement.
Interpret and apply rules and regulations to bring forth to the Director non‑compliance matters. Present findings to the Director on suspensions, decertification or other disciplinary action. Maintain current and historical information on allegations against DRA Certified Appraisers. - Perform support, research and technical activities for the administratively attached Assessing Standards and Current Use Boards. Coordinate public and private meetings and locations, attend meetings, prepare agenda, take minutes and maintain communication through e‑mails and the DRA website. Interact with the public, legislators and other state personnel to share information and explain procedures, rules and policies. Ensure proper maintenance of all required records and documents to conform to state regulations and to provide adequate public access.
Ensure that all information disseminated to the public is accurate and delivered in a timely and professional fashion and that all applicable rules of confidentiality are followed. - Coordinate educational courses (mini‑courses, State Statute classes and IAAO courses for DRA certification) offered by the Municipal and Property Division for the education of municipal officials, assessing company personnel and in‑house staff, to include designing and/or…
