INFORMATION TECHNOLOGY MANAGER V (Job )

Full‑time position located in Concord, New Hampshire (US: NH: CONCORD) within the State of New Hampshire, Department of Corrections. Salary ranges from $40.70 to $55.88 per hour.

Work Schedule

8:00 AM – 4:00 PM, Monday through Friday. Saturdays and Sundays off. Willingness to work evenings, nights, and weekends as required for emergency response.

Responsibilities
  • Direct, plan, and monitor agency‑wide operational activities to ensure efficient allocation of IT resources.
  • Manage daily IT operations, including infrastructure changes, critical incident response, vendor contracts, and system performance.
  • Supervise IT financial management: budgeting, procurement, expenditure tracking, and forecasting.
  • Lead IT project planning and initiatives, conduct cost‑benefit analyses, and ensure compliance with DOIT, DOC, and governance standards.
  • Develop and administer the agency’s IT budget and oversee procurement of application software, COTS products, and related tools.
  • Administer long‑term strategic direction for the Business Information Unit, authorizing policies and procedures.
  • Supervise the administration of hardware and software systems across the DOC, including data and voice systems and security technologies.
  • Negotiate service level agreements and align IT strategy with DOC mission and long‑term objectives.
  • Monitor industry trends and emerging technologies to guide strategic planning and enhance service delivery.
  • Serve as the agency’s point of contact for DOIT services and provide strategic leadership across all organizational levels.
  • Advise executive leadership on technology decisions and provide updates on initiatives and performance.
  • Provide direct supervision and leadership to assigned staff, including performance management and professional development.
  • Coordinate across all management levels to ensure consistent integration of IT services and initiatives.
  • Develop, review, and edit Requests for Proposals (RFPs) and Requests for Information (RFIs); lead drafting, negotiation, and execution of IT contracts.
Minimum Qualifications
  • Bachelor’s degree and 9 years of experience or an equivalent combination of 13 years of education and experience after high school.
  • Education and experience must be in information technology or data management, with at least five years in a supervisory or management capacity.
  • Valid driver’s license and access to reliable transportation.
  • Must pass security and background screenings required for correctional environments.
  • Substitution policy: each additional year of approved formal education may be substituted for one year of required work experience and vice‑versa.
Preferred Qualifications
  • Experience supporting mission‑critical, 24/7 environments.
  • Knowledge of state government IT environments, including cloud adoption, legacy modernization, and enterprise governance.
  • Ability to manage complex vendor relationships and oversee contract performance, especially for long‑term system integrations or SaaS solutions.
  • Experience facilitating communication between IT, operations, and executive leadership.
Other Requirements
  • Strong written and oral communication skills; ability to make frequent public speaking engagements.
  • Willingness to work an extended and/or flexible schedule, including nights and weekends for emergency response; may be required to report with little notice.
