The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Construction and Facilities Manager.

Summary:

Administer and oversee the Construction and Facilities Management Office (CFMO), ensuring compliance with organizational policies, standards, and regulations. Manage financial services, budgeting, personnel, procurement, contract execution, real property, environmental compliance, and facilities operations for DMAVS. Provide expert guidance to the Construction and Facility Management Officer, ensuring efficient resource utilization, accountability, and operational excellence to support the NH Army National Guard mission.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/

Experience:

Bachelor's degree and 6.5 years of experience OR equivalent combination of 10.5 years of education and experience after completion of high school. Education and experience must be in economics, finance, geography, government, law, business or public administration, engineering, architecture, resources management, natural resources planning, environmental science, environmental law, community or economic development, urban or municipal planning, construction management, or related field.

License/Certification: Valid driver's license

Other Requirements: Must pass a State Police records check.

Trainee Option: Not applicable

PREFERRED QUALIFICATIONS: Experience administering state contracts, federal cooperative agreements/grants, or managing a municipal public works office or engineering/architecture design section, or equivalent.

AFTER-HIRE REQUIREMENTS: Must pass a National Agency Check (NAC) to obtain a Common Access Card (CAC) used in the performance of assigned work duties within 12 months of hire and be eligible for renewal as a condition of employment.

Responsibilities:

Provides comprehensive oversight of daily operations across CFMO sections, including Design and Construction, Facilities Management, Environmental, Plans and Programs, Resource Management, and Electronic Security Systems. Exercises independent decision-making to prioritize programs, develop policies, and ensure operational efficiency within complex and dynamic environments.

Serves as the primary liaison to federal and state agencies, including the Federal Government and the State Business Office (SBO), managing contractual relationships, federal-state agreements, and compliance with applicable laws, regulations, and policies. Collaborates with senior leadership and federal officials to resolve complex legal and procedural issues.

Develops and implements departmental policies, procedures, and organizational strategies. Conducts organizational assessments, work measurement studies, and program evaluations to optimize financial and operational effectiveness.
