Position

Laborer (full-time). 8 hours per day / 12-month. Hours – 7:00 AM to 3:30 PM (includes a 30‑minute unpaid lunch).

Assignment

District-wide coverage. Based out of the Department of Environmental Services, 330 Patton wood Drive, Rochester, New York 14617.

Civil Service Requirements

Ability to do heavy manual labor including lifting and working outside under all weather conditions; some knowledge of building mechanical systems; working knowledge of grounds maintenance activities; ability to follow oral and written instruction; excellent physical condition; able to serve as traffic control personnel at various schools in the district, as needed. Monroe County Civil Service title of Laborer (non‑competitive title) – no exam necessary;

there are no training and experience Civil Service qualifications for this title.

Qualifications

Possession of a valid New York State Class 5 Operator’s License; experience operating a vehicle with standard transmission.

Salary

WIMEO Scale I – $17.07–$22.03 per hour (per current WIMSEO Contract).

LABOR.

Distinguishing Features

This is an entry level unskilled position involving a variety of routine heavy and light manual labor tasks. The employee reports directly to and works under the general supervision of a foreman or other higher level employee. The job requires physical endurance. May be required to work outdoors in all kinds of weather, to work overtime, and to be on twenty‑four (24) hour call seven (7) days a week for emergencies.

Supervision of others is not a responsibility of this class. Does related work as required.

Typical Work Activities
  • Assist with installation, maintenance, repair, and cleaning of highway, sewer or water system components
  • Assist in construction, patching and grading of roads, and installation of new sidewalks
  • Shovel, rake, and tamp asphalt
  • Operate snowplow wing; remove snow from sidewalks, parking lots, and recreational areas by shoveling or using a tractor or pick‑up truck and plow
  • Collect garbage and rubbish
  • Plant and prune trees, grade lawns, rake leaves, cut grass and brush, spade flower beds, cut wood, and assist in other grounds maintenance activities
  • Digs and refills trenches for sewer and water lines, and drainage pipe
  • Excavate and backfill for new construction and repairs
  • Repair, clean and flush culverts and basins
  • Perform general building cleaning tasks such as dusting, sweeping, mopping, and washing
  • Fill motor equipment with cement, sand, stone or oil, etc
  • Load and unload vehicles and trucks
  • Direct traffic on road projects
  • Pick up dead animals for disposal
  • Repair mailboxes, install sign or fence posts, and assemble, set up or remove road signs
  • Assist with painting and unskilled carpentry tasks
  • Drive pick‑up truck or other light vehicle for the delivery of supplies or messages
  • Operate motor equipment as a trainee under direct supervision
  • Assist a mechanic with equipment repairs, and service equipment by adding fuel, coolant and lubricants
  • Operate telephone or two‑way radio for emergency dispatching
Performance Knowledge, Skills, Abilities and Personal Characteristics
