Program Analyst II (NS)

Position: Program Analyst II (NS) – Grade NC19

Location: Raleigh, NC (Hybrid, Requires onsite reporting)

Summary: The Program Analyst II supports the Mobile Integrated Health (MIH) Program within the Office of Emergency Medical Services (OEMS). The role coordinates program activities, monitors grant‑funded projects, evaluates program performance, and develops guidance documents and resources for EMS agencies and community stakeholders.

• Coordinate and implement MIH program components across 40 EMS system‑based programs statewide.
• Conduct site visits, host statewide meetings, and build program curriculum.
• Analyze program data, monitor performance metrics, and assist with grant administration.
• Develop guidance documents, reports, and program resources that translate policy, regulatory requirements, and best practices into practical tools.
• Facilitate stakeholder engagement and support collaboration among EMS agencies, healthcare partners, and community stakeholders.
• Supervise two staff positions within the program.
• Ensure program compliance, quality improvement, and effective use of public resources in partnership with internal and external partners.

• Bachelor’s degree from an accredited institution and five (5) years of progressively responsible experience related to the area of assignment, OR an equivalent combination of education and experience.
• Ability to analyze program data, performance metrics, and outcome measures.
• Experience monitoring grant‑funded programs and tracking expenditures, deliverables, and performance requirements.
• Strong written and verbal communication skills, including the ability to create clear guidance documents, reports, and presentations.

$67,122.00 – $ (Grade NC19)
