The Hydraulics Unit provides hydrologic and hydraulic design recommendations and advice to all DOT personnel on surface drainage and stormwater quality matters that are required for the development of the department’s multi-modal projects during the stages of planning, design, permitting, construction and maintenance. The Unit also manages two statewide Federal compliance programs:
National Pollutant Discharge Elimination System (NPDES) and National Flood Insurance Program (NFIP) and supports extreme event operations.
The Hydraulics Unit is seeking an experienced and motivated Engineer III to serve as a Project Engineer in the Design Section of the Hydraulics Unit. This role will focus on providing technical expertise, policy coordination, and training to internal staff and private engineering firms in support of hydrologic and hydraulic (H&H) studies and designs.
In this role you will:
• Develop, scope, support, and review hydrologic and hydraulic (H&H) studies for NCDOT transportation projects.
• Provide technical guidance to internal In-House Staff and Private Engineering Firms on H&H study development.
• Coordinate with technical units and Divisions to integrate H&H deliverables into transportation design plans.
• Perform and review advanced H&H modeling and design, including hydraulic planning reports, risk assessments, final hydraulic designs, riverine hydraulic modeling, bridge and culvert hydraulic reports, stormwater management plans, and floodplain compliance reports.
• Support storm response and recovery efforts, including preparing H&H storm response packages and participating in field scoping meetings.
• Assist with permitting processes for hydraulic designs.
• Develop and update guidance and drainage policy, contribute to research and development, and provide training to internal teams and external partners.

**** Management prefers applicants with the following:
*** Knowledge of the application of advanced hydrologic and hydraulic design practices such as complex riverine modeling techniques, and bridge scour assessments for all phases of highway planning, design, construction, and maintenance.
* Considerable knowledge of the application of NFIP Policy, FHWA and AASHTO Guidelines, NEPA Merger Process, NCDOT Guidelines for Drainage Studies, State of North Carolina Regulations, and Floodplain Management Ordinances applicable to highway design construction, and maintenance.
* Experience designing with or reviewing hydrologic and hydraulic designs using computer applications such: as HEC-RAS (1D& 2D; steady & unsteady flow); SRH-2D with Surface-water Modeling System (SMS, by Aquaveo); rain-on-grid hydraulic modeling; NCFMP Flood Risk Information System (FRIS) and Flood Inundation and Mapping Alert Network (FIMAN); USGS Stream Stats;
Coastal Emergency Risk Assessment (CERA) and Bridge Watch (by US Engineering Solutions).
