Incumbents in this position are responsible for giving oversight to inspecting utility construction to ensure compliance with engineering specifications and standards.

Responsibilities
  • Assigns work and projects out to inspectors.
  • Inspects sewer taps and water meters for compliance with relevant ordinances.
  • Inspects new sewer lines, water lines, and lift station construction for compliance with specifications.
  • Observes and logs hydrostatic test of new sewer force mains and water lines, camera inspections of new gravity sewer lines, and air/vacuum testing on newly installed sewer mains, services, and manholes.
  • Checks and verifies construction “as-built” for accuracy.
  • Performs subdivision inspections for compliance with relevant ordinances.
  • Reviews and logs the Closed‐Circuit TV inspections of new gravity sewer mains and services prior to state certification.
  • Ensures water mains are flushed, chlorinated, and sampled per CFPUA standards and specifications.
  • Observes and logs air/vacuum testing on newly installed sewer mains, services, and manholes.
  • Maintains daily log of all sites visited, work in progress, and status of project sites.
  • Makes field inspections for ensuring that field construction adheres to specifications, construction best practices, safety, and environmental requirements.
  • Provides engineering technical support regarding scheduling, construction methods, and information related to facility and equipment needs.
  • Assists with pre‑construction meetings.
  • Reviews maps and as‑built drawings, and marks and cleans out water meter locations.
  • Inspects demolition of existing water and sewer service taps.
  • Oversees fleet vehicles for the Construction Inspectors.
  • Assists with field inspections of Capital Projects on an as‑needed basis.
  • Performs other related job duties as assigned.
Qualifications
  • High school diploma or GED.
  • One (1) year of work experience in a construction inspector role including managerial experience or related work field.
  • Possession of or ability to readily obtain a valid State of North Carolina driver's license.

  • Requires travel between CFPUA sites.
  • Use or repair small/light equipment (power tools).
  • Use or repair medium equipment and machinery (vehicles, commercial mowers).
  • Use or repair heavy or complex machinery (HVAC systems, construction equipment, water plants).
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Physical Requirements
  • Minimal physical exertion: very light physical work at desk or counter level with intermittent periods of sitting, standing, and walking; may involve data entry, telephone work, or use of various office equipment.
  • Some: requires standing/sitting/walking for lengthy periods; may involve light lifting up to 20 pounds.
  • Frequent: lifting up to 20 pounds, possible prolonged standing/walking; occasional bending, squatting, and reaching.
  • Very frequent: sustained physical activity with lifting up to 50 pounds; may require bending, squatting, stooping, reaching, climbing, or walking in addition to other physical demands.
