Environmental Specialist III – Solid Waste Division

Salary Range: $57,000 – $82,000
Exempt (salaried) position. Pay is determined by education, skill, experience, and internal equity.

Position Overview

The Environmental Specialist III will work primarily with the Solid Waste Division to compile, track, and report environmental data related to waste and recycling. The incumbent will support field operations, review invoices and payments, assist with contract oversight, prepare grant applications, and provide data for cost analysis and customer invoicing.

Essential Functions
  • Compile, track, and report environmental data for the Solid Waste Program.
  • Prepare and review informal requests for quotes and inspect related field work.
  • Assist with invoice and payment reviews for accuracy and process payments.
  • Support contract management and oversight.
  • Prepare submittals for grant applications and annual reporting to NCDEQ.
  • Develop information for purchase orders and activity‑based costing analysis.
  • Collaborate with other Environmental Specialists and support waste reduction and recycling efforts.
  • Conduct field work at solid waste centers, including driving County vehicles as needed.
  • Participate in public outreach events to promote waste reduction and recycling.
  • Provide community outreach, education, and complaint response.
  • Communicate with agencies regarding compliance matters and reporting.
  • Oversee campaigns promoting environmental programs.
  • Identify opportunities for material collection and recycling.
  • Provide internal and external training on safety, environmental practices, or operations.
  • Review customer service requests and deploy resources accordingly.
  • Coordinate information and education resources across departments and partners.
  • Compile reports on environmental programs and recommend improvements.
  • Design and implement process improvement projects.
  • Stay current on environmental best practices and legislation.
  • Serve as team lead monitoring daily activity of environmental staff.
  • Use technical expertise to troubleshoot and monitor instruments, technology, or network configurations.
  • Assist with technical specifications for contracts and monitor environmental components.
Minimum Qualifications
  • Minimum of five years’ environmental experience.
  • Bachelor’s degree in an environmental or scientific field.
  • Valid North Carolina or South Carolina driver’s license.
  • County driving privileges.
  • Annual Motor Vehicle Record (MVR) check required.
Preferred Qualifications
  • Certificates in environmental specialties such as erosion & sediment control, waste reduction, or pollution abatement.
  • Experience with grant acquisition, approval, and implementation.
  • Knowledge of state, federal, and county environmental regulations.
Knowledge, Skills & Abilities
  • Strong analytical and data tracking skills using MS Excel and Word.
  • Effective written and verbal communication; customer service and public speaking.
  • Time management and ability to work independently.
  • Reading maps and interpreting construction plans.
  • Proper sampling techniques and operation of necessary equipment.
  • Knowledge of environmental science principles and sustainability practices.
  • Understanding of contract development, procurement procedures, and administration.
  • Computer proficiency in applicable programs.
