of Work About NCEM

The mission of North Carolina Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.

About the Plans Section

The primary mission of the Plans Section is to provide the Division and the State Emergency Response Team (SERT) with planning support, situational awareness, interagency coordination, and meteorological support. Furthermore, the Plans Section implements and manages the statewide training and exercise programs, as well as oversees future operations planning.

About the Position

This position serves as a key component of the North Carolina Emergency Management Future Operations (FuOps) planning cell, responsible for advancing long-range planning, readiness, and continuous improvement across all phases of the Division. The role integrates situational awareness, stakeholder coordination, and strategic analysis to anticipate operational challenges, identify resource needs and gaps, and inform decision-making for future operational periods.

The position collaborates closely with internal staff, Functional Leads, and external partners to validate planning assumptions, address capability gaps, and align future operations with state leadership priorities. It facilitates regular coordination meetings, maintains shared situational awareness, and produces clear, actionable reports and updates to support senior leadership.

In addition, the role leads efforts to track and integrate lessons learned, monitor corrective actions, and ensure continuous improvement across programs and operations. It supports training, exercises, and accreditation efforts while maintaining centralized documentation and planning products.

The position represents NCEM at planning meetings, trainings, exercises, and other planning related events throughout the state. During activations, the position is assigned duties within the Planning Section and serves within the State Emergency Operations Center (SEOC) with a strong emphasis on maintaining and enhancing situational awareness, ensuring accurate information flow, supporting planning functions, and providing timely documentation and coordination to enable effective preparedness, response, and recovery operations statewide.

Responsibilities may also include data analysis, documentation and reporting of Situation Reports, Incident Action Plans and Operational Briefs.

All NCEM new hires are required to report in-office/on-site for the first 90 days of employment

This is a full time position (40 hours per week) with State Benefits .
