The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 17,000 employees. DHHS is responsible for ensuring the health, safety, and well‑being of all North Carolinians and providing human service needs for special populations, including individuals who are deaf, blind, developmentally disabled, and mentally ill, as well as helping low‑income North Carolinians achieve economic independence.

The Lead Child Welfare BI Analyst manages, models, analyzes, and reports data. The role leads efforts to design and build dashboards and evaluate Child Welfare programs in support of the Child Welfare Section within the Division of Social Services. Core responsibilities include:

• Collecting, analyzing, structuring, and presenting fiscal and program performance information related to Child Welfare evaluation activities.
• Providing analytical support to DHHS and DSS leaders and staff to ensure understanding of the data, evaluations, and reports produced.
• Acting as the liaison between HSBIA and data architects and developers within the Information Technology Division to ensure that upstream data source structures meet dashboarding and analytics goals.
• Serving as the business owner for the fact and dimension tables (data marts) used for reporting, analysis, and automated dashboard development. These data are accessed by a wide range of audiences, including federal partners, the North Carolina General Assembly, local DSS agencies, DHHS leadership, and other stakeholders.

• Experience with data analysis, data modeling, data visualization, and/or data mining to design or direct the development of data gathering instruments/tools and to assess the validity of the information obtained.
• Experience with Human Services program data and how it is used to support and improve programmatic outcomes.
• Demonstrated experience with managing client data requests, addressing problem areas, and resolving issues.
• Experience using computer‑assisted statistical and business intelligence programs, e.g., SAS, Business Objects, Power
  
  BI, Power Pivot, Tableau, SQL Developer, and/or others.
