Human Services Specialist

Overview

The Orange County Department of Social Services seeks a Human Services Specialist I to determine client eligibility for public benefits. The role uses intake and processing systems such as NC FAST, conducts in‑depth interviews, manages benefits eligibility and recertification, and exercises independent judgment within federal and state regulations and county procedures.

• Determine client eligibility for public benefits.
• Use intake and processing systems (e.g., NC FAST) for client data entry and management.
• Conduct in‑depth client interviews to assess eligibility and gather necessary documentation.
• Re‑certify recipients for continued benefits.
• Exercise independent judgment within established guidelines of federal and state regulations and county procedures.
• Work under general supervision of a Human Services Supervisor and assistance from a Human Services Coordinator.

• Graduation from an accredited college or university with a bachelor’s degree in human services, social work, or a related field; OR
• High School Diploma or GED equivalency AND at least four (4) years of work experience in determining human service eligibility and participating in the delivery of public assistance programs; OR
• An equivalent combination of education, training, and experience as above.

• All offers of employment are conditional upon successful clearance of an SBI background check with fingerprinting.
• Employment cannot commence until the employee has been cleared.
• Background investigation for employment is required in accordance with state and federal statutes.
• Job may require service in shelters during disasters, including overnight and weekend assignments at the discretion of the Social Services Director.
• Bilingual ability is preferred.
