SUMMARY

The Foster Care Licenser/Trainer is responsible for licensing and training foster families, aiding recruitment and screening for Baptist Children’s Homes of NC, and supporting foster homes to uphold agency policies, procedures and programs. The role requires instruction in CARE, teamwork, and coordination with families, custody contacts, and community resources.

QUALIFICATIONS
  • Minimum of 23 years of age.
  • Bachelor’s Degree in Human Services or a related field from an accredited university or seminary.
  • At least two years of experience with the population served.
  • Valid driver’s license and ability to operate an agency vehicle for transporting children.
  • Capability to manage, plan, organize, implement, monitor, and maintain agency programs while adhering to accreditation standards and N.C. licensing requirements.
  • Meeting the general qualifications for employment as outlined in the institution's personnel policies.
  • Respect for cultural diversity of children and the ability to build positive relationships.
SUPERVISION
  • Prepares for and participates in regular supervisory conferences.
  • Participates in 90‑day and annual staff performance evaluations.
  • Keeps supervisor informed on the current status of total work responsibilities.
POLICIES AND PROCEDURES
  • Functions within the guidelines of the job description and the Program of Intentionalized Services.
  • Represents the agency’s philosophy, purpose, and programs to groups, individuals, and referral agencies in a professional and objective manner.
PROFESSIONALISM/TEAMWORK
  • Demonstrates knowledge of the foster home program and works collaboratively as a team member.
  • Supports the roles of other team members.
  • Respects the right of the team to be involved with the child and his/her family.
  • Shares necessary information with team members for foster home decision‑making.
  • Supports the team in providing daily care to meet needs of children and maintain a positive environment.
  • Participates in team meetings and other staff meetings.
  • Monitors effectiveness of team functioning.
  • Researches and conducts foster parent training on appropriate subjects.
  • Leads in creating and maintaining a therapeutic milieu.
  • Works closely with the Division of Social Services Social Worker.
  • Respects cultural and socioeconomic diversity among staff and children, fostering positive relationships within BCH.
  • Participates in the agency’s Performance Quality Improvement (PQI) program as needed.
CLIENTS/FOSTER FAMILIES
  • Recruits foster families by presenting the need for foster homes to individuals and groups.
  • Conducts foster home application studies in line with BCH policies, procedures, and licensing standards.
  • Submits all required paperwork for foster home initial licensing and renewals.
  • Orients and trains new foster parents to understand their roles, responsibilities, and expectations.
  • Provides ongoing training to meet state and accreditation requirements and the special needs of foster parents.
  • Is available to foster parents on a regularly scheduled and emergency basis to assist with identified issues and crisis needs.
  • Assists foster parents in securing community resources identified by the team.
RECORD KEEPING
  • Keeps all client files and documentation of foster homes being trained and licensed.
KNOWLEDGE AND TRAINING
  • Continually increases knowledge and skills through current trends in foster care.
  • Maintains all certifications required for training foster parents.
  • Consistently and effectively applies professional knowledge and skills to fulfill responsibilities.
  • Possesses a body of knowledge and skills necessary to carry out the position’s duties.
  • Demonstrates knowledge of current trends in services to families and children.
  • Develops a pool of external resources for supporting services as needed.
  • Possesses working knowledge of skills in family systems, individual and group work.
  • Participates in Family Systems Trainings.
