POSITION:

Operations Manager – Metro Hartford Innovation Systems – Central Office

REPORTS TO:

Department Chief, Executive Director, or Designee

POSITION SUMMARY

The Operations Manager serves as a key operational partner to department leadership by coordinating, overseeing, and managing the department’s administrative and operational functions. The Operations Manager develops and maintains efficient systems, workflows, and internal controls that support effective service delivery and allow department leadership to focus on strategic priorities and district wide initiatives.

The position is responsible for coordinating departmental operations, budget monitoring, purchasing and procurement, personnel and payroll processes, contracts, records management, scheduling, facilities and technology needs, project management, data tracking, compliance, and other administrative functions. The Operations Manager works collaboratively with Human Resources, Finance, Procurement, Payroll, Facilities, Information Technology, and other district departments to ensure timely and effective execution of departmental priorities.

RESPONSIBILITIES:
Department Operations
  • Coordinate the day-to-day administrative and operational functions of the department and ensure that established priorities, deadlines, and deliverables are effectively managed.
  • Develop, implement, and maintain operational procedures, workflows, internal controls, tracking systems, and administrative protocols to promote consistency, accountability, and efficiency.
  • Manage departmental calendars, operational timelines, recurring activities, meetings, events, and major initiatives.
  • Serve as an operational liaison between the department and other central-office divisions to facilitate timely resolution of administrative and operational matters.
  • Identify operational challenges and recommend process improvements to department leadership.
Budget, Purchasing & Financial Operations
  • Assist department leadership with monitoring departmental budgets, expenditures, encumbrances, and available balances.
  • Coordinate purchase requisitions, purchase orders, invoices, contracts, reimbursements, and other financial documentation in accordance with district procedures.
  • Maintain budget and expenditure tracking systems and provide regular reports to department leadership.
  • Coordinate with Finance and Procurement to resolve budget, purchasing, vendor, invoice, and contract-related matters.
  • Support grant-funded activities by monitoring expenditures, documentation, deadlines, and allowable uses of funds, as assigned.
Personnel & Payroll Operations
  • Coordinate departmental personnel transactions and serve as an operational liaison with Human Resources and Payroll.
  • Support onboarding and offboarding activities, position changes, staffing documentation, payroll submissions, time and attendance processes, and other personnel-related transactions.
  • Maintain accurate departmental staffing records, organizational charts, position information, vacancies, and other workforce documentation.
  • Track personnel actions and follow up with appropriate departments to facilitate timely processing.
  • Maintain confidentiality of employee, financial, and other sensitive district information.
Contracts, Records & Compliance
  • Coordinate departmental contracts, agreements, renewals, approvals, and related documentation.
  • Maintain organized departmental records and ensure required documentation is appropriately retained and accessible.
