Job Description

The Program Specialist V for Child Care Enforcement (CCE) performs complex enforcement functions using fair, consistent, and transparent decision‑making for Day Care and Residential child‑care operations. The position primarily assesses appropriate administrative penalties for deficiencies and tracks these cases through the legal processes. It may also conduct administrative reviews, receive referrals, review case history, provide consultation and technical assistance, and participate in statewide enforcement reviews and decisions.

The role may be located in any regional office across the state.

Essential Job Functions
  • Enforce Day Care and Residential cases in accordance with laws, rules, and Minimum Standards; review investigation and inspection reports; interpret and apply relevant sections of law.
  • Participate in enforcement reviews and perform consultative services and technical assistance for child‑care facilities.
  • Develop and maintain enforcement tracking systems and compile monthly reports on enforcement activities, noting patterns and trends.
  • Testify in hearings at SOAH and district courts.
  • Respond to inquiries from respondents, stakeholders, and agency staff; gather, organize, and prepare program information and reports.
  • Participate in staff meetings, present enforcement information, elevate issues to upper management, and work cooperatively with various staff to obtain necessary information.
  • Manage multiple assignments with competing priorities and attend work on a regular schedule.
  • Perform other duties as assigned.
Knowledge,

Skills and Abilities
  • Knowledge of child‑care laws, rules, Minimum Standards, enforcement actions, program activities, administrative and district court processes, HHS policies, and Texas legislative processes.
  • Skills in computer use and software including Microsoft Word, Outlook, TEAMS, SharePoint, Excel, and HHS and CCR programs.
  • Excellent written and oral communication, drafting correspondence, legal documents, memoranda, and email.
  • Ability to establish and maintain productive working relationships, lead, communicate, public speak, analyze data, prioritize workload, meet deadlines, weigh strengths and weaknesses, work independently, prepare comprehensible reports, maintain effective relationships, and exercise sound technical judgment.
Registration or Licensure Requirements

None.

Initial Selection Criteria
  • Bachelor’s degree or higher from a U.S. accredited institution, or an equivalent foreign education.
  • Minimum of three (3) years of experience interpreting, explaining, and applying appropriate law, rule, and Minimum Standards to cases.
  • Experience in developing enforcement cases, drafting legal documents or regular reports, or performing quality analysis of compliance inspections.
  • Substitution of years of experience for years of education is allowed.
