Routing & Scheduling Manager Anticipated Job Description

Provide administrative leadership, direction, management, and oversight of the Routing and Scheduling Department. Responsible for ensuring the efficient, accurate, and timely routing and scheduling of all District students, including regular education and special needs transportation services. Oversee the collection, management, and reporting of accurate transportation data to support state reporting requirements and District operational needs.

Conduct efficiency analyses, evaluates transportation processes and practices, identifies opportunities for route optimization, cost reductions, and operational improvements, and develops recommendations to support the district’s transportation goals. Provide leadership in continuous improvement efforts while ensuring compliance with District policies, procedures, and transportation standards.

• Responsible for the efficient and effective development of district school bus routes in compliance with all applicable local school board policies.
• Work with transportation management, school officials and patrons to create a safe and effective transportation plan for students.
• Conduct logistical and demographic studies and analysis to improve overall efficiency and service.
• Work with Assistant Director, Operation Coordinators, and Supervisors in the development of departmental objectives and strategies.
• Review incoming requests for safety observations, stop changes, and new stop creations in compliance with district/departmental policies and established best practices.
• Work with the technology department and the Transportation Information Systems Analyst to ensure the smooth and effective operation of the routing.
• Assist transportation staff in projecting growth in the district and adjust routes accordingly.
• Responsible for providing accurate and timely information for TEA State Reports.
• Manage the District Hazardous Route Plan, evaluating walk paths, traffic patterns, and roadway infrastructure to determine student transportation eligibility and provide recommendations in accordance with district policy, state guidelines, and best practices.
• Maintain and monitor SHARS transportation data, ensuring accurate student eligibility, route information, and compliance with state and federal requirements.
• Maintain good work ethic that includes regular attendance.
• Pass randomly administered drug and alcohol tests (a refusal for drug and or alcohol test will be considered an automatic positive).
• Drive a school bus route as needed (meeting same criteria as school bus driver).
• Maintain confidentiality.
• Maintain GPS Software.
• Maintain Student Monitoring System.
• Be on call when needed.
• Perform other duties as assigned.

• Seven or more years work related experience
• Experience in supervising personnel
• Experience in state regulation and operations of school buses
• Experience in school bus routing, automated vehicle locator systems (GPS), creating GPS zones, and/or GIS Mapping
• Experience in State and Federal laws regarding the transportation of Special Needs and NCLB qualifying students

• High school diploma
• Certified Texas Pupil Transportation Official (must be able to obtain)
• Obtain a valid Texas commercial driver’s license (CDL) with Passenger (P) and School Bus (S) endorsements (within 120 days of employment)

• Working knowledge of Routing Software, Finance Plus, GPS Software, Student Monitoring Systems, and/or like related programs
• Ability to work and communicate effectively with drivers, campus employees, parents, software vendors, and other transportation employees
• Advance computer skills, including proficiency in Microsoft Office and transportation-related software
• Strong analytical skills with the ability to review data and identify discrepancies
• Exceptional attention to detail and accuracy

• Tools/Equipment Used: Standard office equipment including computer and peripherals; school bus; two-way radio; safety equipment including but not limited to flares, reflective signs, and fire extinguisher
• Posture: Prolonged sitting; frequent standing and twisting; occasional kneeling/squatting, bending, stooping, and pushing/pulling
• Motion: Repetitive hand motions; frequent keyboarding and use of mouse; prolonged driving; moderate walking, climbing stairs, grasping/squeezing, wrist flexion/extension, and reaching
• Lifting: Limited light lifting and carrying (less than 15 pounds) on a daily basis
• Environment: Frequent exposure to extreme hot and cold temperatures, noise, and vehicle fumes; regularly work irregular hours, and occasionally work prolonged hours; occasional district travel
• Mental Demands: Maintain emotional control under stress; be able to work in a changing fast paced environment
