Step-Forward Fostering is a highly rewarding role that supports children leaving residential care to move into a stable and nurturing family home.
As an approved Step-Forward Foster Carer, you would welcome a child or sibling group into your home and provide the care, stability, guidance, and consistency they need at a pivotal time in their lives.
Many of these children have experienced trauma, disruption, or separation. By fostering with Foster Wales Conwy, you can help children stay connected to their community, schools, friends, and extended family while helping them to develop the confidence and skills to move forward.
Whether you’ve worked as an Emotional Wellbeing Practitioner—supporting children and young people with their emotional health and resilience— then you may already have many of the qualities that make an excellent Foster Carer.
This role allows you to apply your professional or personal skills in a truly meaningful way, providing a caring and supportive home where children can feel belonging and value as part of a family – your family.
Who Can Apply to Become a Step-Forward Foster Carer?We welcome enquiries from individuals and/or couples who:
- Are aged 21 or over (with no upper age limit)
- Have the legal Right to Work in the United Kingdom (see definition below)
- Can provide full-time care for a child or children in their home (at least one carer must be present full-time if applying as a couple)
- Have a spare bedroom or bedrooms dedicated to fostering
- Have experience supporting children, young people, or adults, particularly those with complex needs or challenging behaviours
People from many different backgrounds can become successful Foster Carers. What matters most is having patience, empathy, and the ability to provide a caring and dependable home environment for a child or young person who needs it.
Do You Have the Right to Work in the United Kingdom?Before you can apply to be a Foster Carer, you must first prove that you are able to work in the United Kingdom. This can be defined as:
- British or Irish citizens
- People settled or pre-settled under the European Union Settlement Scheme
- Those with certain visas or indefinite leave to remain
- Anyone with the legal right to live and work in the United Kingdom
Please Note:
You will need to show original documents before you can begin your application to foster.
- Full-time care for a child or sibling group moving from residential care
- Offering continued stability, routine, and reassurance
- Support the child’s emotional, behavioural, and social development
- Working closely with social workers, therapists and other professionals
- Keeping clear records and provide therapeutic, nurturing support
- Ensuring that the child can maintain important links to their wider family
- Enhanced fee of £52,000 per annum (equivalent to £1,000 per week)
- Weekly age-related fostering allowance for the child*
- Payments for birthday, holiday and religious/cultural celebration*
- Retainer payment paid from date of approval until child placed and between fostering placements and £500 referral via Care Friends App
* In-line with age related DFE rates and weekly payment increased annually in line with inflation

- Support from a dedicated fostering team
