Salary Range: $77,544.12 To $95,438.91 Annually
Job SummaryEmployees in this class apply professional civil engineering knowledge and skills to perform engineering work in the design, investigation, and construction of water/wastewater, streets, transportation or other infrastructure projects. Work includes the preparation of plans and specifications, and project management on assigned projects. Assignments require the application of independent judgment and initiative to the design and/or review of construction projects. An administrative superior assigns work in terms of general instructions.
Work is spot‑checked and reviewed for accuracy and thenatureandpropriety of final results.
- Prepares engineering designs, specifications, cost estimates, and quantity calculations for projects related to water and wastewater, streets, transportation, and infrastructure.
- Obtains required easements or permits for water and sewer lines, streets, and drainage.
- Assists in the development and planning of water, sewer, or transportation projects.
- Conducts site inspections of construction projects, addressing any issues that may require deviations by coordinating with affected crews or contractors. Recommends solutions for complex or unusual engineering challenges related to water and sewer systems, transportation, or infrastructure construction.
- Acts as project engineer; researches applicable codes, regulations and requirements for assigned projects; develops engineering plans and compiles preliminary layout of plans; writes specifications for plans; coordinates required advertising for bids; advises contractors and construction inspectors during actual construction.
- Reviews plans through "red‑lining" and plan review comments of development plans and assists with final decisions and coordination of development permits.
- Facilitates engineering bidding proposals on County projects and provides bid recommendations to Board of commissioners.
- Investigates citizen complaints regarding engineering projects and makes recommendations for corrective actions as needed.
- Supervises or acts as survey party chief for in‑house surveying requirements.
- Assists in the coordination of activities with other County departments, outside agencies, stakeholder groups, etc.
- Attends as needed, participates, and presents in various meetings, including after‑hour meetings.
Employees in this classification may be expected to perform any related duties as required by proper authority.
Knowledge,Skills and Abilities
Considerable knowledge of the principles and practices of civil engineering as applied to water, transportation and wastewater facility and infrastructure design and construction.
Considerable knowledge of county and department policies and procedures.
Considerable knowledge of state and federal regulations and standards for water and wastewater facility, transportation and related infrastructure design.
Considerable knowledge of Geographic Information System (GIS) based infrastructure inventory development and Computer Aided Design (CAD) software.
Knowledge of land surveying and engineering methods and techniques. Knowledge of work zone safety techniques.
Skill in using independent judgment and discretion.
Skill in prioritizing, scheduling and delegating assignments. Skill in operating modern office equipment.
Skill in analyzing, interpreting and preparing reports.
Ability to inspect complex projects under construction and upon completion and to detect deviations from approved designs, specifications and construction practices.
Ability to establish and maintain cooperative and effective working relationships with others.
