Regulatory Compliance Specialist, HR Manager

- Run weekly payroll for both field and office staff, including union and non-union employees.
- Maintain payroll records, time sheets, and job costing data.
- Accurately calculate wages, deductions, benefits, and taxes.
- Ensure compliance with collective bargaining agreements and stay current on union rules and rates.
- Prepare and file payroll tax returns (federal, state, and local).
- Ensure compliance with prevailing wage laws, certified payroll reporting, and labor regulations.
- Maintain and optimize payroll systems (e.g., ADP Workforce Now Sage, Viewpoint, or similar).
- Collaborate with IT and HR to streamline payroll workflows and reporting.
- Generate payroll reports for finance and project teams.
- Support internal and external audits related to payroll and labor compliance.
- Partner with HR on onboarding, terminations, and employee changes.
- Work closely with project managers to ensure accurate job costing and labor allocation.
- Proven experience managing end-to-end payroll in the construction industry.
- Strong understanding of union payroll, certified payroll, and prevailing wage requirements.
- Proficiency in payroll software and Microsoft Excel.
- Knowledge of federal and state labor laws and tax regulations.
- Excellent attention to detail and organizational skills.
- Ability to handle confidential information with integrity.
- Bachelors Degree or equivalent experience
- Experience with mechanical contracting or specialty trades.
- Familiarity with construction accounting systems
- CPP (Certified Payroll Professional) certification is a plus.
