Job Summary

The employee will assist the Director in organizing, planning, monitoring, and providing management oversight for the activities in the various divisions of the Stormwater Management Department. Duties include managing financial and customer services, civil engineering, regulatory compliance, stormwater infrastructure maintenance and construction, as well as monitoring staff activities to ensure that adequate, safe and efficient stormwater management services are provided. This position will assist in the formulation and implementation of departmental budgets, policies and procedures as well as providing oversight for operations and support staff.

Will assist in making recommendations on operational and managerial problems, address departmental funding requirements, and provide proposals for programs and capital improvement projects.

  • Plans organize and assigns work to division managers; evaluates and provides feedback to subordinates; rewards or disciplines as necessary.
  • Provides oversight of the departments by enforcing policies, procedures and methods for the operation and maintenance of drainage infrastructure systems, and directs and manages the work of the department's employees.
  • Assists Director in maintaining quality control by responding to and resolving difficult and sensitive citizen inquiries or complaints, providing continuous efforts to improve services, streamlining work processes, and working cooperatively to provide quality customer service.
  • Assists in the preparation of a tentative budget for the department and divisions by predicting the funds needed for staffing, equipment and material, and monitoring and administering the expenditures of allotted funds to strive for the most effective use of funds.
  • Assists in the planning, coordinating, implementing, monitoring and evaluation duties for permit compliance and retention for the implementation and annual reporting for the Phase II MS4 Stormwater Program and any requirements for the Metropolitan North Georgia Water Planning District (District) plan related to stormwater and watershed planning.
  • Assists Director with identification and oversight of capital improvement projects by collaborating with engineering and other staff in supervising the master planning, design and construction of all phases of drainage improvement projects; developing and reviewing staff reports to capital improvements; evaluation, selection and administration of outside engineering and consultants.
  • Assists Director with long range plans and cost estimates regarding new regulatory issues or requirements by offering technical and administrative support on research.
  • Assists Director with presentations to the Board of Commissioners.
  • Monitors implementation of County policies and compliance with Federal and State regulations. Oversees the construction plan review and specifications provided by contractors.
  • Routinely assesses effectiveness of services; recommends and implements changes.
  • Prepares management reports and presents them to the Director of Stormwater Management, staff and other departments by researching or relying on consultants and staff in drafting comprehensive reports, presenting information to supervisors for input, and forwarding information to the requesting body.
  • Manages and supervises contract administrative duties by negotiating and recommending contract terms, evaluating performance, ensuring compliance with warranty and contract agreements, meeting with responsible parties to receive project specifications.
  • Works with section supervisors to determine if responsible parties are meeting contractual obligations, working with consultants and engineers to assist in evaluating services, and recommending decisions based on the information gathered.
  • Responds to employee grievances; interviews, hires, evaluates, and disciplines employees. Exercises independent judgment within general policy guidelines.
