Position: CD- COMMUNITY SERVICES MANAGER

Overview

The Community Services Manager is responsible for directing, managing, and coordinating programs that promote engagement and connection for residents and businesses within the Coppell community. The primary function of the position is to oversee the day-to-day operations of the Community Services Division within the Community Development Department. This position is responsible for administrative and supervisory tasks, including the direct supervision of one full-time staff member, as well as coordination of all Community Services programs.

This position also assists with other special projects within the Community Development Department, including the administration of grant programs. The Community Services Manager will ensure that the division operates efficiently and effectively, enhancing collaboration across the department, the city, and the community.

Essential Job Functions
  • Team Leadership
    • Provides leadership, management, and direction for the successful operations of the Community Services division.
    • Supervises team members including work allocation and prioritization, training, performance evaluation, and management; creates and fosters a team-oriented and collaborative work environment.
    • Develops the division’s annual budget and manages the division’s ongoing expenditures.
    • Directs the establishment, communications, and implementation of policies, procedures, and standards for the division.
    • Leads team in short- and long-term strategic planning initiatives aligned with the City’s mission, programs, related goals, and objectives.
    • Confers with the Director to keep them informed of key issues and progress toward goals and objectives, and to garner or ensure continued support and approval for the division's strategic initiatives.
    • Manages programs and initiatives that promote the Coppell Vision 2040 plan.
  • Program Operations
    • Responsible for the coordination and management of all Community Services programs and events including but not limited to:
      Neighbors Helping Neighbors, The Village Collective, Block ’n Roll Block Party Trailer, Tool Lending Program, Neighborhood Sign Topper Program, Tri-City Neighborhood Summit, and Yard of the Month.
    • Responsible for overseeing the Coppell Active Adult Network program.
    • Establishes and maintains strategic relationships and partnerships with neighborhood groups, community organizations, businesses, residents, city departments, and other stakeholders as they relate to the Community Services division.
    • Ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
    • Manages and supervises assigned operations to achieve goals with available resources.
  • Community Engagement
    • Collaborates with other City departments to prepare and promote Community Development activities and services through marketing materials.
    • Works with other staff to support and provide coordination of City-wide special events.
    • Participates in City-wide committees, leadership training, and book studies.
    • Attends and/or presents to various boards, committees, and City Council as needed.
    • Serves as a staff liaison to the Future Oriented Approach to Residential Development Task Force.
  • Financial Management
    • Monitors revenues and expenditures to ensure sound fiscal responsibility.
    • Prepares annual budget and Five-Year Forecast requests for the Community Services division.
  • Ad Hoc Tasks
    • Undertakes additional tasks as requested or required to contribute to the overall effectiveness and efficiency of the Community Development Department.

Experience Required
  • Bachelor’s degree in a related field with a combination of education and experience that would provide the necessary knowledge, skills, and competencies to perform the essential duties and tasks of this position.
  • Valid State of Texas Driver’s License with a good driving record.
Preferred
  • Master’s of Public Administration degree.
  • Experience working with volunteers.
  • Experience with program development and management.
