Brief

Job Description

When a child is removed from their home, Texas courts appoint the Department of Family and Protective Services (DFPS) to serve as a "Conservator." A CPS Conservatorship Specialist is legally responsible for the child's welfare during conservatorship and monitors their care. They work with parents, extended family, legal parties, and community providers to secure a permanent, safe placement for the child.

Job Functions (EJFs)
  • Receive cases from investigators after child removal.
  • Determine each child's needs and arrange appropriate referrals for testing, evaluations, and services.
  • Collaborate with children, families, and communities to plan permanency.
  • Identify potential permanency resources and maintain ongoing contact with parents and other stakeholders.
  • Search for kinship providers, complete home studies for potential caregivers.
  • Meet with parents to assess risk, safety issues, and discuss behavior changes needed for permanent safety.
  • Meet with children, parents, family friends, or foster homes in public and private settings.
  • Collaborate with Placement Team (including kinship staff) for placements.
  • Participate in meetings and conferences convenient for family members.
  • Visit children monthly to assess safety, discuss needs, wishes, and progress.
  • Attend court hearings, prepare reports, and testify on child’s needs and family progress.
  • Keep all stakeholders informed about significant events.
  • Work with department attorneys to prepare for contested hearings and trials.
  • Support kinship caregivers and foster parents, ensuring they have necessary resources.
  • Oversee reunification services and support families until case closure.
  • Supervise adoptive placements until finalization or transfer to an adoption caseworker.
  • Manage time effectively to complete all key tasks.
  • Document case records through forms, narratives, and reports.
  • Develop relationships with law enforcement, judicial officials, medical professionals, and other community resources.
  • Perform other duties as assigned to maintain unit operations.
  • Promote cultural diversity among coworkers, clients, and contacts.
  • Attend work regularly according to leave policy.

Registrations, Licensure Requirements or Certifications

Applicants must possess a reliable motor vehicle, a valid Texas driver’s license, proof of insurance, and a clean driving record for the past five years. Frequent travel (≈60%) is required, including occasional overnight trips.

Initial Screening Criteria
  • For Level I:
    Accredited bachelor’s degree OR accredited associate’s degree + 2 years relevant experience OR 60 college credit hours + 2 years experience OR 90 college credit hours + 1 year experience.
  • For Level II:
    Same education options as Level I; must be currently employed as a Child Protective Services Specialist I for 9 months AND hold a CPL certification OR be a current or former Specialist II/III in DFPS.
  • For Level III:
    Same education options; must be a current or former Specialist II for 9 months AND hold Advanced CPL certification OR be a current or former Specialist III.
