The OpportunityIn this role you will have the opportunity to:
- Manage a program with very large or complex inter‑related projects or multiple moderate size projects, representing multisector Capital Improvement Plans ranging from hundreds of millions to more than $1B in total capital value
- Represent the owner in managing 3rd party designers and constructors
- Represent the organization as the primary contact on contracts and projects
- Be responsible for all aspects of the program including all phases of planning and execution of a Capital Improvement Plan
- Lead multi‑disciplinary teams to respond to client priorities
This role will be a part of BV Operations, within the Civil Infrastructure sub‑discipline focused on water infrastructure support efforts including, but not limited to, treatment facilities, conveyance/collection systems, and program management.
Key Responsibilities- Provide oversight and direction to B&V project managers, construction managers, program professionals, and subcontractors
- Operate in complex management environments with multiple stakeholders
- Interact with senior government or public officials and/or executive‑level clients on significant project matters
- Manage and supervise complex engineering design or construction by 3rd parties as owner’s representative
- Prepare and deliver presentations in support of client programs
- Assess and actively manage risk on behalf of client and B&V
- Routinely resolve high risk or very difficult issues with significant scope, schedule and/or financial impact
- Develop and review cost estimates and provide cost management throughout program execution
- Apply advanced understanding and application of project management core processes and methodologies
- Utilize lessons learned to strengthen B&V’s program management processes, procedures and tools
- Assemble, train and mentor staff using internal and external resources
- MSc Eng., MBA or similar
- Active P.E., PgMP, or PMP
- Utility Manager or Program Manager with experience managing CIP projects from >$1.5M to $10M+ construction value, including at least one project >$10M
- Previous experience leading or overseeing design of at least 5 concurrent design projects in sectors such as stormwater/drainage, roads and/or bridges, parks & rec facilities, wastewater treatment facilities or linear infrastructure
- 9+ years in a senior project and/or program management role; e.g., PM, EM, Planning, Project Controls
- Must complete pre‑employment onboarding requirements (criminal/civil background check, drug screen, motor vehicle records search)
- Active P.E., PgMP, or PMP
- Hybrid or flexible work options may be offered after the first 90 days based on manager discretion, performance, and work assignments
- Typical office and construction environments; extreme weather conditions, high noise level, safety hazards, exposure to chemicals, fumes, odors, dust, mists, gases, poor ventilation
- Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods; lifting up to 40 pounds
