Job Summary and Qualifications

The RRP program assists individuals recovering from a substance use disorder to end their crisis by seeking and obtaining employment. The Workforce Development Specialist is responsible for job placement and retention, supportive services and referrals for enrolled clients, case documentation, and assistance with the preparation of internal and external reporting.

Qualifications
  • Bachelor’s degree in social work or related field, or at least five years of experience in the field with no degree required.
  • Demonstrated ability to provide a combination of the following knowledge, abilities, and skills: family need assessment, access to local resources, advocacy, counseling, and collaboration with local service providers.
  • Commitment to the principles of the project and strong verbal and written communication skills.
  • Highly organized and creative problem‑solving skills.
  • Personal automobile, valid driver’s license, liability insurance, and willingness to travel between counties up to 70% of the time.
  • Values of compassion, commitment, justice, integrity, and diversity.
Responsibilities
  • Provide outreach to the community to increase awareness of substance use disorder and recruit persons in recovery.
  • Perform case management duties, including assessment, development and monitoring of case plans, and necessary follow‑up activities.
  • Establish linkages with appropriate agencies and service providers.
  • Provide referrals and coordinate with other VOA programs and external providers for recovery‑related support.
  • Allocate resources to participants based on need.
  • Educate participants on service availability and participant rights.
  • Assist participants in obtaining and coordinating public benefits.
  • Provide or refer for supportive services such as financial planning, transportation, income support, legal services, child care, and housing counseling.
  • Complete required documentation, including progress notes, within 48 hours of contact.
  • Demonstrate clinical judgment in decision‑making regarding participants.
  • Relate to persons in recovery and their families in a culturally appropriate manner.
  • Perform performance quality improvement duties as assigned.
  • Work in partnership with other RRP Case Managers, Outreach Workers, and VOA program staff; participate in regular case consultation.
  • Advocate for the person in recovery, integrating cultural values into the case plan.
  • Identify systemic barriers and communicate with organizational leadership to find solutions.
  • Comply with all program policies and the Council on Accreditation.
