Job Summary

The TRIO Talent Search Student Services Manager is responsible for implementing and managing the U.S. Department of Education-funded TRIO Talent Search program in collaboration with Lewisville ISD and North Central Texas College. The program aims to identify and assist middle and high school students from disadvantaged backgrounds who have the potential to succeed in higher education. The Student Services Manager will provide leadership, program development, and student services to ensure the grant’s objectives and compliance with federal guidelines are met.

Responsibilities
  • Develop and implement program activities to meet Talent Search grant objectives.
  • Manage program budgets, ensuring compliance with federal, state, and institutional guidelines.
  • Maintain accurate documentation for reporting purposes, including student records, participation logs, and annual performance reports (APR).
  • Recruit eligible participants from designated schools in Lewisville ISD.
  • Provide academic, career, and financial aid counseling to participants.
  • Facilitate workshops, college visits, and enrichment activities to promote college readiness and career exploration.
  • Assist students with FAFSA completion, college applications, and scholarship searches.
  • Develop partnerships with Lewisville ISD schools, community organizations, colleges, and universities to enhance program delivery.
  • Work closely with school counselors, teachers, and administrators to identify and support participants.
  • Organize parent engagement events to encourage family involvement in students’ educational journeys.
  • Recruit, train, and supervise program staff; monitor staff performance and ensure professional development opportunities.
  • Verify, validate, and approve quarterly fiscal report and budget amendments.
  • Prepare bi-annual and annual narrative performance reports.
  • Establish methods for identifying special populations and first-generation students; analyze outcome gaps.
  • Collect and analyze data to identify equity gaps; use data to explore solutions and disseminate information.
  • Facilitate development of strategic community, educational, workforce and business partnerships.
  • Manage ongoing updates, communication, milestone goal achievement, and design and implementation strategies.
  • Provide updates to funded programs on DOE updates and grant regulations; assist with training staff.
  • Work with minors in K-12 settings, travel (sometimes overnight) with student groups, and act as a chaperone.
Required Education

Bachelor’s degree required in education, counseling, social work, higher administration, or appropriate field related to Project objectives. Master’s preferred in a related field.

Required Skills & Abilities
  • Knowledge of legislation and regulations governing the grant.
  • Statistical analysis skills to run descriptive and causal analysis identifying equity gaps and best practices.
  • Strong research skills to collect and decipher information for best practices and policy development.
  • Knowledge of development, implementation, and evaluation of federal grants.
  • Computer software skills including word processing, spreadsheets, databases, graphics, charting, and business applications.
  • Strong written communication skills sufficient to write, prepare, edit materials such as memos, procedures, reports, presentations, etc.
  • Analytical skills for mandatory reporting requirements.
  • Project management skills to manage multiple projects simultaneously, create objectives, build requirements, oversee cost, time, scope, manage constraints and communicate progress.
  • Strong verbal communication skills to participate in discussion and communicate ideas and procedures to staff, faculty, and managers and present recommendations to senior management.
Preferred Skills & Abilities
  • Experience with TRIO Talent Search (TS) administration.
  • Experience working with individuals from low-income, first-generation, or disabled backgrounds.
Required Experience
  • Three (3) years of work experience in higher/adult education, public administration, grant administration, workforce development, mid-level management.
  • Experience in budget preparation and management.
  • Background in partnership development.
Preferred Experience
  • Administrative experience preferably with TRIO Talent Search.
  • Experience working with students from low-income, first-generation, or disabled backgrounds.
