Financial Manager, Financial Compliance, Financial Reporting
Salary: $5,471.20 min to $6,564.80 mid bi-weekly
GENERALPURPOSE:
Under limited supervision, performs complex management and technical duties as the Chief Financial Officer, with responsibility for maintaining fiscal stability and safeguarding the assets of the City; supervises assigned personnel, and assures that Department activities are in compliance with state and Federal regulations, and City policies and procedures. Provides supervision of Finance Department.
PRIMARY DUTIES AND RESPONSIBILITIES:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. - Serves as the principal financial advisor to the City Council and the City Manager; provides leadership, direction and guidance in financial strategies and priorities; evaluates and analyzes financial issues and policies, and recommends and implements solutions.
- Analyzes financial and resource information on City operations; evaluates City’s needs, and recommends financial resource requirements; reviews and monitors status reports, and recommends appropriate actions; prepares and presents financial forecasts and status reports to City Council, and assures effective communication of financial issues.
- Reviews City operations and determines financial resource requirements and goals; directs the preparation of statistical analyses to evaluate trends and project future financial status; develops short and long range revenue and expenditure forecasts, and multiyear forecast models; evaluates revenue and expenditure trends, compares to budget and projections, develops financial impact analysis, and recommends budget and planning adjustments.
- Directs Finance Department operations; assures the quality of the financial activities, services and work products; directs the Finance staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans, and assures required deadlines are met; reviews work and verifies the accuracy of financial records.
- Monitors Department operations to identify and resolve problems; evaluates services to assure they are meeting goals; establishes internal financial controls, and assures the financial activities and procedures are in compliance with all laws, policies, regulations and accounting standards.
- Directs external financial reporting, preparation of financial statements, and development of the Annual Comprehensive Financial Report (ACFR); oversees the City’s banking, bond rating and investment activities; identifies and coordinates resources required to achieve goals; interprets laws, rules, regulations and guidelines for financial procedures.
- Directs development of budget; monitors budget and financial variables, revenue cycle and expenditure trends; reviews and verifies journal entries and bank reconciliations.
- Represents the Finance Departments to elected officials, boards and commissions, and outside agencies; interprets and explains City policies, procedures, rules and regulations.
- Maintains professional level of confidentiality concerning matters of a sensitive and official nature, i.e., documents, correspondence.
- Maintains the integrity, professionalism, values and goals of the city by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
- Cooperates with co-workers professionally to accomplish work efficiently and effectively.
- Has regular, predictable attendance; attendance is a factor in continued employment with the City.
