Pay range $2,066.40 min to $2,479.20 mid bi-weekly.

GENERAL

PURPOSE:

Under general supervision, performs field inspections and investigations to enforce state and City codes and ordinances governing land use issues and public nuisances; investigates complaints and issues correction notices and/or citations for code violations.

PRIMARY DUTIES AND RESPONSIBILITIES:
  • Performs land use and environmental inspections to assure safety and general welfare of residents, to maintain property values, and to obtain voluntary compliance to City codes; enforces City codes encompassing safety and health hazards, nuisance abatement, pool inspections, maintenance, overgrown vegetation and other compliance regulations within the scope of authority.
  • Interprets and explains City codes and code enforcement rules, policies and procedures to property owners and the general public. Researches property and permit records for issuing notices and citations.
  • Responds to complaints of potential code violations relating to environmental and safety controls, signs, hazards, drainage, permits, land use, zoning, dumping, polluting, and other nuisances and code related matters.
  • Patrols City to check for code violations and monitors high-risk areas.
  • Receives, investigates and processes complaints from citizens and other City departments; compares facts to code requirements; contacts individuals to discuss violations and alternatives for resolving compliance issues; documents findings, and whilst following established procedures may issue correction notices and/or citations to people in clear violation of City codes and State regulations.
  • Maintains files and records related to inspection and enforcement activities and conducts follow-up inspections.
  • Coordinates efforts with other City departments and agencies, as needed. Will work with neighborhood groups and residents to preserve and improve neighborhoods.
  • Prepares technical documents, evidence, reports and background data to substantiate violations in preparation for appeals and court appearances and testimony.
  • Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
  • Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Cooperates with co-workers professionally to accomplish work efficiently and effectively.
  • Has regular, predictable attendance; attendance is a factor in continued employment with the City.
  • Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:

Education and Experience:

High School diploma or GED equivalent; AND two years’ experience in customer service and technical support functions, preferably in a government environment; OR an equivalent combination of education and experience may be considered.

Required Licenses or

Certifications:
  • Must possess a valid Texas Driver’s License.
  • Registration as a Code Enforcement Officer with Texas Department of Licensing and Regulation is required.
Required Knowledge of:
  • City policies and procedures.
  • Applicable Federal, state, and City codes, laws, statutes, and ordinances.
  • Principles and practices of code enforcement, investigation and inspection methods, and public relations techniques in code compliance activities.
  • Occupational hazards and safety precautions.
  • General principles of planning and zoning and records management.
  • Customer service standards and protocols.
Required Skill in:
  • Conducting investigations, maintaining accurate records and preparing reports.
  • Making independent decisions while working in the field, analyzing situations accurately, and following established procedures.
  • Handling stressful situations and difficult or angry people.
  • Establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public.
  • Operating a personal computer utilizing a variety of business software.
  • Effective communication, both verbal and written.
Physical Demands / Work Environment:
  • Work is performed indoors and outdoors at work sites throughout the City with exposure to inclement weather; required to perform moderate physical work, and lift and carry up to 50 pounds.
