Position: (INTERNAL) Senior Buyer

Pay: $2,066.40 min to $2,479.20 mid Bi-Weekly

Under general supervision of the Purchasing Manager, this position purchases goods and services for the City in accordance with Purchasing Policy, ordinances, and state/federal laws. The role develops specifications, manages formal and informal bidding processes, and administers contracts from inception through termination. The position maintains a portfolio of contracts with a high level of accuracy, ensures legal and procedural compliance, and assists internal departments and vendors with purchasing-related issues and performance concerns.

PRIMARY DUTIES AND RESPONSIBILITIES:
  • Functions independently without close supervision and within limits of delegated authority in reviewing purchase requisitions; ensuring compliance with required approval process; all Federal, state rules, and City policies and practices before issuing purchase orders for various procurements; prepares and updates reports, records and related documents; responds to inquiries and resolves issues.
  • Maintains contract management on e-procurement system. Obtains executed contracts from City Secretary and uploads to e-procurement system; ensures appropriate documentation is maintained, tracks expirations, terminations, renewals in system; understands contract administration, language, and terms and conditions.
  • Manage Full Procurement cycles including specifications, solicitation development, advertising, pre-bid meetings, evaluation, and award
  • Collaborate with departments to review and refine scopes of work and technical requirements.
  • Conduct competitive bidding processes including formal solicitations, quotations, bid openings, and tabulations.
  • Perform contract administration duties including renewals, amendments, price increases, and resolving vendor performance issues.
  • Maintain bid and contract status reports, procurement databases, and purchasing documentation for audit readiness
  • Assists departments and vendors with purchasing procedures, cooperative contract use, and HUB sourcing requirements
  • Review vendor insurance certificates and track compliance
  • Support training efforts for City Staff on purchasing procedures, policy requirements, and contract management
  • Reviews, investigates, and resolves customer service issues.
  • Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
  • Maintains confidentiality of work-related issues, records, and City information.
  • Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Has regular, predictable attendance; attendance is a factor in continued employment with the city.
  • Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree is preferred with purchasing, finance, accounting, or related field; AND three years of experience in public procurement, or a related field, preferably in the public sector; OR an equivalent combination of education and experience. Preference given to individuals with governmental experience as a buyer.

REQUIRED LICENSES OR

CERTIFICATIONS:
  • Must possess a valid Texas driver license.
PREFERENCES:
  • Public purchasing experience.
  • Certified Professional Public Buyer (CPPB) or NIGP Certified Procurement Professional (NIGP
    -CPP)
  • Knowledge of State and Federal laws, statutes, rules, and regulations governing procurement activities or contract management.
  • Knowledge of City organization, operations, policies, and procedures.
REQUIRED KNOWLEDGE OF:
  • Comprehensive knowledge of Texas Local Government purchasing laws, competitive bidding requirements, and cooperative purchasing regulations.
  • General policies and procedures, services and activities of local government purchasing.
  • Current changes in public procurement processes and applicable legislation State and local procurement policies, laws, and regulations.
